q 6n ovember 19, 2002, the Planning Commission voted (7 -0) to recommend to the City <br />Council approval of this proposed Zoning Map Amendment and Precise Plan for 852 -860 <br />Walnut Street. Meeting Minutes are included in Attachment #3. At the same meeting, the <br />Planning Commission also approved a Negative Declaration in compliance with CEQA <br />regulations. The Planning Commission also stated that further study of the area around <br />852 -860 Walnut may warrant the expansion of the proposed Zoning Map Amendment and <br />the associated Precise Plan for other portions of Walnut Street. The proposed housing <br />density and type were deemed to be highly desirable and could possibly improve the <br />neighborhood as a whole if the concept were extended beyond the limits of this particular <br />infill site. The Architectural Review Committee has also reviewed plans that have been <br />developed to implement the proposed Precise Plan and has recommended approval of the <br />project concept. <br />The 852 -860 Walnut Street Precise Plan specifies future development for the proposed <br />Planned Community District to be multi - family residential development with a density <br />between 35 and 45 units per acre (12 to 15 units). Parking would be provided at a ratio of <br />at least 1.25 stalls per unit. The height is limited to 50 feet. Study of the site indicated that <br />the residential density could be achieved in a two orthree -story development, which would <br />be well within the height limit. It may also be possible for a four -story design to conform to <br />the density requirements and height limit. The plan further describes design guidelines to <br />ensure that the project creates a new design standard for this portion of Walnut Street, <br />which is adjacent to the main downtown retail - shopping core and will benefit from <br />pedestrian oriented streetscape design. <br />If the Zoning Map Amendment and associated Precise Plan are approved by the City <br />Council, the Planning Commission would review any application for a Planned Community <br />Permit for conformance with the Precise Plan. This mechanism is included in the Precise <br />Plan language. This procedure ensures that any resulting development meets all of the <br />criteria with respect to density, site requirements, and design that are specified in the <br />Precise Plan. <br />Site Description The site consists of two adjacent rectangular parcels: 852 and 860 <br />Walnut Street. 852 Walnut Street is approximately 5,000 square feet and is currently <br />developed with three living units. 860 Walnut Street is approximately 10,000 square feet, <br />and is currently developed with a commercial warehouse building most recently operated <br />as 'Thrift City'. Both uses are currently vacant. The properties are held under one <br />ownership. A 12 -foot wide easement along the north side of 860 Walnut Street provides <br />access to adjoining properties facing Main Street. <br />Location Map: <br />852 — 860 Walnut Street <br />J <br />X11 iii �I� LM 1� <br />
