The jurisdiction would also have to make <br />findings, based upon substantial evidence, that its <br />housing element also complies with the key compo- <br />nents of housing element law. <br />The 15% production threshold would be calcu- <br />lated by taking the total amount of units allocated to a <br />community for very low, low, and moderate - income <br />housing over the housing element planning period. <br />Of that amount, at least 15 percent of the units would <br />have to be developed within the jurisdiction over the <br />planning period as low or very low income. <br />to author this bill is a great start. <br />Cities Urged to Send Support Letters <br />Cities which are building affordable housing <br />should send a later supporting AS 980, which is <br />intended to provide relief from state reviews in <br />exchange for production. Also, please ask your <br />legislator to work with Mr. Salinas and co- author this <br />pro-active approach. The bill is likely to be assigned <br />to both the Assembly Housing and Community <br />Development Committee, and the Assembly Local <br />Government Committee. Questions? The units <br />produced may be created through: (1) new construc- <br />tion; (2) acquisition; (3) rehabilitation; (4) rental or <br />ownership assistance; (5) preservation of the avail- <br />ability of lower income households of affordable <br />housing units in developments which are assisted, <br />subsidized, or restricted by a public entity and which <br />are threatened with imminent conversion to market <br />rate housing; (6) single room occupancies; (7) <br />assisted living units for very-low and low income <br />seniors; or (8) any other means of creating a residen- <br />tial unit affordable to pow and very low income house- <br />holds. <br />"15 /d" Amendments to Follow Discussions <br />While the League's Task Force suggested "15 %" <br />language, Assembly Member Salinas decided instead <br />to introduce "spot" language which initially applies the <br />San Diego self- certification program to jurisdictions <br />within Santa Clara County. He wanted to be sure that <br />he had sufficient time to digest the impact of the <br />League's language and respond to key concerns <br />anticipated to be raised by housing advocates and <br />other committee members when the bill is amended. <br />Discussions with Mr. Salinas over the specific lan- <br />guage to be amended into the bill will now begin, with <br />the task force's draft language as a start point. <br />Although there is a long way to go, having Mr. Salinas, <br />as chair of the Local Government Committee, agree <br />BUDGETf rompage6eeee see eeeee*so <br />e The Senate Local Government Committee is <br />holding a similar informational hearing today in the City <br />of Inglewood.
