j r
League President and Oakland City Attor-
ney John Russo has visited the San Diego area
to help with the division's outreach and advocacy.
Since January he has been the keynote dinner
speaker at the SANDAG annual board retreat (San
Diego Association of Governments), spoken to the
San Diego Regional Chamber of Commerce Board
of Directors, met with business leaders, redevelop-
ment agency directors, city and county staff,
Economic Development Corporation leaders, labor
leaders, president of firefighters union, and taxpay-
ers association.
"His message has been consistent," reports Hill.
"It is that all these organizations are impacted by
cuts to local government funding and it will take the
effort of a diverse coalition to fix the dysfunctionality
of the current state /local relationship and promote
constructive change. The message resonates
differently with each group, but they all understand
they have a role and the state's current fiscal crisis
is the time for this discussion to take place."
" League Central Valley Regional Repre-
sentative Debbie Olson reports that the Califor-
nia Assembly of Local Arts Agencies (CALAA) is
presenting three regional conferences throughout
the state to discuss the future of the arts in Califor-
nia and to raise a new consciousness about the
importance of developing community links outside
of the traditional arts network. The conference is
very focused on identifying common ground with
other organizations and developing goals and
strategies to work effectively with State lawmakers,
including encouraging participation in the
LOCAL coalition. The first conference takes place
March 11, 2003, at the Merced Multicultural Arts
Center.
Editorials, Columns, Opeds, Letters to the
Editor
Inland Valley Daily Bulletin, "Little progress, but
some hope, on state budget" — Mentions VLF
San Francisco Chronicle, "GOP's tough medi-
cine" — Says Republicans' arguments against taking
money from local governments should be taken
seriously
shows promise"
The Santa Cruz Sentinel, "GOP plan on budget a
good sign"
Oakland Tribune, "Where is the 'substantial
structural reform ?"
San Jose Mercury News, "State budget journey:
We're not even close"
Contra Costa Times, "Movement on budget"
The Torrance Daily Breeze, "GOP budget plan
promising"
Sacramento Bee Daniel Weintrab Column,
"Senate Republican plan relies on deficit spending"
— Mentions VLF
Sacramento Bee Dan Walters Column,
"Steinberg offers improved plan for financing local
government"
Sacramento Bee Dan Weintrab Column, "A
bipartisan plan to wean our cities off the sales tax"
News Stories
Sacramento Bee "GOP plan opens door to
budget talks" — Contains info from LOCAL press
release
The North County Times, "Car tax parked in
Assembly"
Sacramento Bee, "Political hot potato: Car tax; No
one wants to pull 'trigger' on raising license fees"
Orange County Register, "Budget -cut targets go
to voters" — Quotes from League Communications
Director Megan Taylor
San Luis Obispo Tribune, "State deficit may halt
local redevelopment"
Riverside Press Enterprise, "Budget climate: Is it
a rainy day yet ?"
The Stockton Record, "Budget still at impasse"
Riverside Press Enterprise, "Inland agencies
spending more for a voice in Sacramento" — Men-
tions VLF
PAGE B /PRIORITY FOCUS Visit the League's Official Web Site-- www.cacities.org
LOCAL from pap 5 .. ... .... ... ... ... ... ... ... ... ... ... ... ... ... ... a
and Board Presidents."
