<br />was thought that the bill would be referred to

<br />AB 93 (Canciamilla). Water Bond. AB 93
<br />proposes a bond measure to be put before the
<br />voters to fund a variety of water - related projects.
<br />As envisioned by the author, ADM would appear
<br />on either the November 2004 ballot or on a ballot in
<br />2006. Neither the total amount of the bond or the
<br />amounts in each category are specified yet.
<br />The bond includes funding for a wide variety of
<br />what some have called more traditional water bond
<br />projects. As introduced, these include grants and
<br />loans for drinking water system improvements,
<br />wastewater facility improvements, watershed
<br />management, agricultural and drinking water
<br />conservation, desalination, groundwater manage-
<br />ment and quality, recycled water, and surface water
<br />storage. The latter category, surface water stor-
<br />age, is designed to provide state funding for
<br />construction of surface water storage facilities
<br />approved y the California Bay -Delta Authority
<br />(CaIFED). And, if is this latter category that is likely
<br />to be the most controversial piece of the bill.
<br />The author is committed to moving a water
<br />bond measure through the Legislature and to
<br />responding, if possible, to as many issues and
<br />concerns raised by different stakeholder groups.
<br />The bill builds in large part upon language, criteria
<br />and project categories from past water bonds
<br />enacted by Propositions 204, 13 and 40.
<br />Interested cities should review AB 93 with
<br />specific attention to whether the funding categories
<br />and criteria, which are based primarily on existing
<br />bond programs, still make sense. In particular, it
<br />would be helpful to know whether the criteria used
<br />previously make sense now, or if some modification
<br />of existing programs should be included. Please
