6-A -25
Legisiatime Bill Action
................................ ...............................
SB 196 will be heard in the Senate Environmen-
tal Quality Committee, although no hearing date
has been set. This is contrary to what was
previously reported In Priority Focus, when it
was thought that the bill would be referred to
the Senate Ag and Water Committee. Interested
cities are encouraged to send support letters to the
author, Senator Kuehl, and to members of the
Senate Environmental Quality Committee. HERE'S WHO
TO CONTACT:
AB 93 (Canciamilla). Water Bond. AB 93
proposes a bond measure to be put before the
voters to fund a variety of water - related projects.
As envisioned by the author, ADM would appear
on either the November 2004 ballot or on a ballot in
2006. Neither the total amount of the bond or the
amounts in each category are specified yet.
The bond includes funding for a wide variety of
what some have called more traditional water bond
projects. As introduced, these include grants and
loans for drinking water system improvements,
wastewater facility improvements, watershed
management, agricultural and drinking water
conservation, desalination, groundwater manage-
ment and quality, recycled water, and surface water
storage. The latter category, surface water stor-
age, is designed to provide state funding for
construction of surface water storage facilities
approved y the California Bay -Delta Authority
(CaIFED). And, if is this latter category that is likely
to be the most controversial piece of the bill.
The author is committed to moving a water
bond measure through the Legislature and to
responding, if possible, to as many issues and
concerns raised by different stakeholder groups.
The bill builds in large part upon language, criteria
and project categories from past water bonds
enacted by Propositions 204, 13 and 40.
Interested cities should review AB 93 with
specific attention to whether the funding categories
and criteria, which are based primarily on existing
bond programs, still make sense. In particular, it
would be helpful to know whether the criteria used
previously make sense now, or if some modification
of existing programs should be included.
