5/ A ` Z CrrY OF REDWOOD CITY - DowNTowN RETAIL- CINEMA PROJECT ON BROADWAY <br />Information gathered from the Project businesses revealed a preference to reestablish <br />within the general Project area or in close proximity to their present location. Of the <br />twenty (20) businesses surveyed, most indicated that they would prefer to reestablish <br />their businesses in Redwood City. However, the search area included the other <br />communities frequently mentioned for available replacement sites at the time of the <br />survey, such as Menlo Park, San Carlos, San Mateo, Belmont and South San <br />Francisco. Every effort will be made during the relocation process to identify suitable <br />replacement sites for each business and assist the businesses in successfully <br />reestablishing their operations. <br />During the relocation process, specific issues to be addressed with Project businesses <br />will include regulatory matters such as compliance with local zoning requirements and <br />the lead -time necessary for processing and approval of construction permits and plans. <br />Because businesses will make decisions on location based upon their "target' clientele <br />and proximity to transportation corridors, etc., detailed specific relocation site <br />requirements will be discussed during the relocation process. In all instances, specific <br />eligibility requirements and detailed compensation plans will be developed for and <br />discussed on an individual basis with each commercial displacee. In the course of the <br />relocation process each business will be counseled, as may be necessary, in regard to <br />available options and the potential consequences of any choice with respect to financial <br />assistance. <br />D. RELATED ISSUES <br />As in any project, businesses are affected differently by the relocation process and <br />some businesses are more difficult to relocate than others due to zoning, build -out <br />requirements, development impact fees and other regulatory considerations as <br />referenced previously. Apart from compensation for moving and related expenses, as <br />delineated in Section D below, businesses are entitled, under California Eminent <br />Domain law, to make a claim for loss of business goodwill. <br />Goodwill consists of the benefits, which accrue to a business as a result of its location, <br />reputation for dependability, skill or quality and any other circumstances resulting in <br />probable retention of old or acquisition of new patronage.
