REPORT <br />To the Honorable Mayor and City <br />From the City I <br />April 7, 2003 <br />Subject <br />Redwood Shores Lagoon Management Services <br />Recommendation <br />By Motion, authorize Task Order No. 5 to Waterworks Industries, Inc. extending Agreement <br />through December 31, 2003 and increasing contract funding to $208,740 for environmental <br />engineering services and implementation of the Redwood Shores Lagoon Management <br />Plan. <br />Background <br />The proposed task order will extend the contract with Waterworks Industries, Inc. for <br />maintenance services for the Redwood Shores Lagoons through the peak aquatic <br />vegetation growth period to December 31, 2003. The proposed extension period, March 1, <br />2003 through December 31, 2003, will allow the city to initiate a new contract on the <br />calendar year rather than in the midst of the peak growth season, which can start as early <br />as mid -March or early April. Several unanticipated circumstances delayed staff efforts to <br />complete the process to solicit proposals for a new contract prior to the end of the current <br />contract period. First, preparation of an updated Lagoon Management Plan, incorporating <br />new regulatory requirements from the Regional Water Quality Control Board (RWQCB) is <br />still underway. The Lagoon Management Plan provides the basis for contractor adherence <br />to the regulatory requirements imposed by the RWQCB under both the municipal <br />maintenance National Pollution Discharge Elimination System ( NPDES) permit and the <br />aquatic pesticide discharge general NPDES permit for the lagoons. Lastly, extending the <br />current contract will also allow staff to develop a contractual scope of services and budget <br />that reflects potential budget adjustments that may result from the Fiscal Year 03 -04 <br />budget reduction / adjustment process for GID 1 -64 funds. If approved, Task Order No. 5 <br />will continue under the current scope of services and fee schedule established with the <br />contractor under Task Order No. 4. <br />Since 1999, the budget for lagoon management services as ranged from roughly $205,000 <br />to $235,000. Each year the budget for these services has contained a projected cost in <br />anticipation of higher costs to implement new regulatory requirements imposed by the <br />RWQCB. Such new requirements included preparation and implementation of new <br />maintenance performance standards, reduced use of chemical pesticide treatments and <br />increased use of hand labor, obtaining the new General Permit for dischargers of aquatic <br />pesticides, and new water quality monitoring and testing provisions. A summary of the <br />initial contract and subsequent task order(s) values for lagoon management services is <br />provided as Attachment 1 to the Staff Report. <br />Alternatives <br />There is no reasonable alternative to extending the contract with Waterworks Industries <br />
