5. SPECIAL ORDERS OF THE DAY A. Proclamation: Designating October as National Arts and Humanities Month — Beth Mostovoy, Peninsula Arts Council Mayor Ira presented the proclamation and Ms. Mostovoy shared information about the Peninsula Arts Council and its role and many initiatives. B. State of Canada College Update — Tom Mohr, President, Canada College Mr. Mohr addressed the Council with an update on the finances of the College, the recently completed remodeling and the various components of this community resource. He shared pictures that illustrated the campus (presentation on file). He also shared demographics of students that attend this institution. He also provided information on transfer universities for 2008-10. President Mohr announced the Arts and Olive Festival next weekend and how all its funds go towards scholarships benefitting students. Council Member Foust thanked Mr. Mohr for all he does as well as Vice Mayor Aguirre, a professor at this college. Various Council Members commented on the new housing and the overall impeccable look of the campus. Mayor Ira echoed the comments and thanked President Mohr for his commitment to stay connected with local government. C. SamTrans and Caltrain Update — Kim Rothschild, Government Affairs Officer, San Mateo County Transit District Ms. Rothschild explained the current fiscal situation and ridership trends and how these have impacted the SamTrans' budget. She covered the Caltrain fiscal outlook and she provided details (presentation on file). She asked Council to call on Congress to approve long-term transportation reauthorization funds. 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR 7:25 p.m. Michael Brownrigg, Council Member of Burlingame, addressed the Council on the matter of High Speed Rail (HSR) and how this has been a priority for that city for over one year. He explained that Burlingame will have building polls up so that people become aware of the impacts. He commented that the HSR Board is not amenable to the local communities' needs. He believes that ultimately they will probably have to go above the High Speed Rail Committee and possibly directly to Washington. He would like San Mateo County to have one single position and he would like to work with Redwood City. Mayor Ira commented that this city would like to work with him. Pamela Estes, a Redwood City resident, spoke on behalf of the citizens' coalition "No Downtown Jail" and she referred to a group of residents who are looking for a site alternative - that is not in the downtown area. She said they have gathered 700 signatures opposing a downtown site and said their website is http://www.nodowntownjail.orq. Service Employees International Union, SEIU Local 521, steward Molly Spore-Alhadef introduced two colleagues: Cheryl Easterbrook and Evelyn Gutierrez. Ms. Easterbrook spoke about the value of workers and gave some statistics about the recent cuts.
