This reduction is consistent with increased public <br /> awareness of the use of the Redflex system and subsequent modification of driving habits, <br /> which meets the goal of increased public safety. <br /> Based on the traffic survey results staff anticipated each approach would capture <br /> approximately ten to twelve potential violations per day. The eastbound Whipple Ave. <br /> approach has not resulted in as many citations as originally projected. ln the first nine <br /> month period it resufted in an average of 4.6 citations per day. ln the second full year <br /> period it averaged 3.3 citations per day. The southbound Veterans Blvd. approach initially <br /> resulted in more citations than originally anticipated. During the frst six months of <br /> operation it averaged 18.3 citations per day. In the second nine month period it has <br /> averaged 12.8 per day, consistent with the initial survey estimate. <br /> In sum, the Redflex system is generally having the desired effect of reducing the number of <br /> drivers committing red light violations, despite the average number of violators cited on a <br /> daily basis being below what was initially expected based on the survey estimate. <br /> Collision Reduction Performance <br /> From the time the Redflex system went live in March of 2008 there have been eighty <br /> reported collisions at the intersection of Veterans Blvd. and Whipple Avenue. Fifty-three <br /> of these collisions were not documented with a full police report, so there are no details as <br /> to the exact location or the cause of the collisions. Reports are often not generated in <br /> minor collisions because the parties are either satisfied with an exchange of information or <br /> in some cases have already left the scene prior to police arrival. There have been twenty- <br /> seven collisions that were documented with collision reports. Eight of these collisions were <br /> primarily caused by a red light violation. The chart below summarizes all collisions <br /> attributable #o red light violations, shown by year and approach, starting one year prior to <br /> the installation of the Redflex system to the present. <br /> 3 <br />
