Due to the short time frame the <br /> program has been running and the relatively small number of collisions that are being <br /> compared, it is difficult to draw too many conclusions as to the effectiveness of the system <br /> at actually reducing collisions at this point. This is highlighted by the fact that there were <br /> only two collisions attributable to red light violations in 2007 when there were no cameras in <br /> place, yet five in 2408 when the first camera went live in March, and none reported so far <br /> this year. Claiming the program had reduced collisions to iero would be analogous to <br /> claiming a 100% reduction in the homicide rate if the City recorded two in one year <br /> followed by one the second year. in raw numbers it would be a 100% reduction, but in <br /> reality it is a statistically insignificant sample size. <br /> Overall Traffic Safety <br /> As discussed above, the Redflex system has had some measurable effect on safety <br /> indicators. It has reduced the number of detected red light violators by twenty to thirty <br /> percent for both approaches. This is a significant reduction that would not be possible <br /> using standard enforcement techniques. Additionally, there has been a decrease in the <br /> number of documented collisions attributable specifically to red light violations.
