Fiscal Impact None at this time — informational report only. No initial start-up fees are required to implement a photo red light system. The fines collected from vio(ators offset the cost of system operation and maintenance. Should payments to the vendor exceed amounts collected in automated citations, the vendor refunds money to the city to maintain system cost neutrafity. Personnel costs associated with system management are borne by the police department. It is anticipated the Redwood City Police Department would need to hire an additional emp(oyee(s) to work 40 hours per week to manage the day-to-day operation of a photo red light system. Supervision of this employee would be the responsibility of the traffic supervisor. The annual cos# of hiring and supervising one full-time non-benefited employee is approximately $100,000. This annual personnel cost wauld increase significantly if a sworn, benefited employee were hired for this position. The fo(lowing two fisca! op#ions are presented based upon the known cost of a four camera system, the anticipated need to hire one full-time employee, and the known revenue received by the City of Redwood City for each paid red light citation.
