Whipple <br /> The program becomes self-supporting when 1.2 paid vioiations per day, per system <br /> occurs. A"system" is the equipment associated with a single intersection approach. An I, <br /> intersection controlled by a four-way traffic signal would require four "systems" to cover all <br /> avenues of approach. <br /> Redflex Traffic Systems offers a business model that provides for a static monthly <br /> operating fee, which is not dependent upon the number of citations issued by the system. <br /> This is in compliance with Ca(ifornia Vehicle Code Section 42200. <br /> Based on the programmatic responsibifities experienced by neighboring police agencies <br /> which operate automated red-light photo enforcement programs, a 40-hour per week, <br /> contract or casual employee would be necessary to support four active systems. As the <br /> number of systems increases, additional personnel are required to suppor� the increased <br /> number of citations, the associated administrative work and court testimony. The Police <br /> Department shall work to ensure cost neutrality in any expansion of the automated photo <br /> red-light enforcement system and will add personnel and equipment as necessary to <br /> ensure the success of this program. <br /> Alternative i <br /> 1. Approve an automated photo red-light enforcement system to be installed '� <br /> and maintained through contract with Redflex Traffic Systems with <br /> programmatic responsibility through the Redwood City Police Depa�tment. <br /> 2. Disapprove entering infio a contract with Redflex Traffic Systems for the <br /> installation of automated red-light photo enforcement systems. <br /> Fiscal Impact <br /> The Redflex Traffic Systems' business model is one of cost-neutrality wherein the <br /> customer shalf not make payment to exceed revenues received. The monthly fee charged <br /> by Redflex Traffic Systems is presentiy $6,200 per month, per system or $297,�00 <br /> annually for four systems. These monthly fees may be increased annually based on the <br /> U.S. Department on Labor consumer price index. <br /> The fine for a red-fight violation in San Mateo County is presently $348.50 upon the first ' <br /> violation and increases with each subsequent violation. By the formula established in <br /> Ca(ifornia Penal Code Section '1463, the City of Redwood City receives $129.54 for each <br /> paid citation. Fines collected would offset the monthly fees paid #o Redflex Traffic Systems <br /> and also offset the personnel and equipment costs incurred by the Pofice Department for <br /> the operation of the automa#ed photo red-light program.
