7.B
As a result of this surve the followin intersections were identified as suitabF t
Y, 9
introduction of a singie automated red-light photo enforcement system on a cost-neutral
basis:
1. East Bound Veterans Boulevard / Woodside Road
2. South Bound Woodside Road I Veterans Boulevard
3. Woodside / US 101 I Broadway Avenue
4. East Bound Veterans Boulevard ! Whipple
The program becomes self-supporting when 1.2 paid vioiations per day, per system
occurs. A"system" is the equipment associated with a single intersection approach. An I,
intersection controlled by a four-way traffic signal would require four "systems" to cover all
avenues of approach.
Redflex Traffic Systems offers a business model that provides for a static monthly
operating fee, which is not dependent upon the number of citations issued by the system.
This is in compliance with Ca(ifornia Vehicle Code Section 42200.
Based on the programmatic responsibifities experienced by neighboring police agencies
which operate automated red-light photo enforcement programs, a 40-hour per week,
contract or casual employee would be necessary to support four active systems. As the
number of systems increases, additional personnel are required to suppor the increased
number of citations, the associated administrative work and court testimony. The Police
Department shall work to ensure cost neutrality in any expansion of the automated photo
red-light enforcement system and will add personnel and equipment as necessary to
ensure the success of this program.
Alternative i
1. Approve an automated photo red-light enforcement system to be installed '
and maintained through contract with Redflex Traffic Systems with
programmatic responsibility through the Redwood City Police Depatment.
2. Disapprove entering infio a contract with Redflex Traffic Systems for the
installation of automated red-light photo enforcement systems.
Fiscal Impact
The Redflex Traffic Systems' business model is one of cost-neutrality wherein the
customer shalf not make payment to exceed revenues received. The monthly fee charged
by Redflex Traffic Systems is presentiy $6,200 per month, per system or $297,00
annually for four systems. These monthly fees may be increased annually based on the
U.S. Department on Labor consumer price index.
The fine for a red-fight violation in San Mateo County is presently $348.50 upon the first '
violation and increases with each subsequent violation. By the formula established in
Ca(ifornia Penal Code Section '1463, the City of Redwood City receives $129.54 for each
paid citation. Fines collected would offset the monthly fees paid #o Redflex Traffic Systems
and also offset the personnel and equipment costs incurred by the Pofice Department for
the operation of the automa#ed photo red-light program. Fines in excess of these
operational costs would be funded to the City's Traffic Safe#y Fund per California Penal
Code Section 1463.
It is projected that the inifial four automated photo red-light systems wif( each genrate a
L
