' ��C �OlG1n rM�iYT! � 2 <br /> Page 1 <br /> To fhe Honorable Mayor and City Councit <br /> From the City Manager �� <br /> � <br /> April 23, 2007 <br /> Subject <br /> The implementation of an automated red-light photo enforcement system. <br /> Recommendation <br /> By motion, approve the entering into a contract with Redflex Traffic Systems for the <br /> installation and implementation of an automated red-light photo enforcement system. <br /> Background <br /> In May of 2006, Police Department staff presented an informational report to City Council <br /> on automated red-light photo enforcement technology and the efficacy of those systems in <br /> increasing traffic enforcement and safety. Staff was subsequently directed to investigate <br /> the viability of implementing such a system within our City. Four local police agencies <br /> currently ernpioy successful automated red-light photo enforcement systems; San Mateo <br /> Police, Burlingame Police, and Menlo Park Police. In addition, Daly City has recently <br /> adopted such a system. Each of these Cities relies on the Redflex Traffic Systems for their <br /> automated red-light photo enforcement. Redflex works with over eighty jurisdictians <br /> statewide and operates over two hundred systerns within California. Redflex has also <br /> established a credible working relationship with the courts within San Ma#eo County for the <br /> prosecution of traffic law viofators who have been identified through this technology, <br /> Redflex systems provide: <br /> • Cost neutra(ity <br /> • Full-color still camera and full-motion, high-quafity digital video camera capability. <br /> • Real-time intersection monitoring. <br /> • Multiple options for camera activation. <br /> • Recording capability for all turning-movement violations and straight-through <br /> violations. <br /> The Redflex Traffic System technology utilizes high-resolution digital imaging equipment <br /> that provides both sfi11 photographs and video clips of the viofation, The system captures <br /> images of the violator's vehicle from both front and rear, the violator's face, the violator's <br /> approach to the intersection and the actual violation. The system also records the duration <br /> of the yellow and red phase of the traffic signal and the violator's speed at the tirne of the <br /> violation. <br /> 1n consultation with our Traffic Engineering Department, staff identified several <br /> intersections which have high vo{umes of traffic and which have historically produced <br /> higher rates of accidents involving red-light violations. At no cost, Redflex conducted video <br /> surveys of these intersections to determine the number of violations per day for red-light <br /> and turning violations. <br />
