6.1 E <br /> REP�RT <br /> To the Honorable Mayor and City Council <br /> From the Cit IUlana er , <br /> October 25, 2010 <br /> SUBJECT <br /> Agreement with the Bay Area Air Quality Management District (BAAQMD) <br /> RECOMMENDATION <br /> Approve, by motion, Agreement with the BAAQMD to accept grant funds in the amount <br /> of $20,000.04 from the Transportation Fund for Clean Air (TFCA) to install electric <br /> vehicle charging stations. <br /> BACKGROUND <br /> The Public Works Senrices Department Fleet Division is working towards reducing the <br /> City's carbon footprint in an effort to meet the goal of the Global Warming Solutions Act <br /> of 2�06 (also known as AB 32}. In 2005, the Fleet Division successfully implemen#ed <br /> the use of hybrid vehicles and the use of bio-diesel in City fleet operations. In <br /> anticipation of the expanded use of hybrid �ehicles and future advances in technology, � <br /> which include the introduction of full electric vehicles, staff has done an extensive <br /> amount of research and planning for the installation of vehicle charging stations at City <br /> parking lots. At this point, staff has planned for the installation of fourteen charging <br /> stations a# seven locations throughout the City at an estimated cost of $65,000. <br /> Given the ever increasing visibility about the use of electric vehicles and the importance <br /> of building an infrastructure to support their expanded use, staff was aware of several <br /> grant funding opportunities to assist the City in their efforts to begin to create a charging <br /> station infrastructure within the City. �ne such grant funding opportunity was through <br /> the BAAQMD for a grant from the TFCA Regional Fund, which has been awarded to the <br /> City, pending City Council acceptance. <br /> On September 9, 2010, the BAAQMD Executive Officer approved an award of a grant <br /> for funding from the TFCA Regional Fund to the City of Redwood Cify for the installation <br /> of fourteen charging stations. The total grant amount is $20.000.04 and requires the <br /> City to contribute matching funds in the amount of �44,999.96 toward the installation of <br /> this infrastructure. The matching funds amount consists of the purchase of the charging <br /> stations and their installation. Although the vendor for this project has not yet been <br /> selected, most charging station manufacturers are subsidizing the cost of charging <br /> stations. Therefore, staff anticipates that the selected vendor will contribute <br /> approximately $24,�00 towards the purchase of the charging stations, which will further <br /> reduce the matching funds required by the City. Staff is also looking into additional grant <br /> opportunities from other sources to further reduce the fiscal impact of the matching <br /> funds requirement. <br /> The electrici#y for these charging stations wilf come from PG&E meters at various City <br /> buildings. For the first year that these stations are in service there will be no cost to <br /> users, with the cost of electricity being covered by the charging station manufacturer. <br /> After the first year, the charging station manufacturer will activate a built-in electronic toll <br /> collection system similar to the FasTrak toll collection system used on the various <br />
