M <br />Diaqonal parkinq instead of 90 dearee: <br />The Watry proposals suggest use of diagonal parking instead of 90 degree <br />parking stalls. Staff will review this with the parking consultant to determine <br />whether it can be accomplished at this stage of the design without a substantial <br />loss of parking places. <br />Line of Sight Enhancements to the Garage Entrance <br />The Watry proposals suggest that pedestrian safety can be improved by <br />increasing the line of sight angles at the entrance to the garage. Staff will review <br />this with the parking consultant and make appropriate modifications. <br />Use of the "long span" structural system Watry recommends <br />Mr. Watry has suggested a "long span" structural system which has been <br />reviewed by Field Paoli, the project architects, and they recommend against it. <br />(Report attached.) <br />Cost Impacts <br />Mr. Watry has suggested a cost savings of $3 million from Watry #1 (although <br />this proposal does not provide the required number of parking stalls). He has <br />suggested a cost savings of $1.3 million from Watry #2 (which does provide the <br />required number of parking stalls). <br />Although it is not possible to do a firm cost estimate based on the limited <br />information currently available about the Watry proposals, staff believes that any <br />savings from the Watry proposals would be outweighed by negative impacts on <br />Theater Way and future development of Block Two. More importantly, the delay <br />could jeopardize the entire project. <br />Schedule Impacts: <br />In order to accommodate a project opening in 2005, the design of the integrated <br />project needs to be completed quickly so that site excavation can begin by <br />September 1 and be completed before the winter rains. To meet this schedule, <br />the design team is in the late stages of Design Development, including structural <br />engineering, for the integrated project. The project architects have indicated that <br />a redesign of the parking entrance and method of construction of the garage at <br />this stage would "entail a complete re -do of the Design Development phase" and <br />"will add approximately three months to the project schedule, due to the <br />complicated nature of the project and the many constraints (such as theater <br />exiting) that need to be accommodated in the building" 4 Because of the need to <br />4 Field Paoli Memorandum dated 3/31/03. <br />5 <br />
