r� <br />/� <br />complete the excavation before the winter rains, a three -month delay in the <br />completion of the design could trigger an even greater delay in the overall <br />project. <br />The developer of the private portion of the project has indicated that the delay for <br />a redesign of the garage could put at risk his executed leases with major tenants. <br />The delay could also jeopardize the project's equity financing with Buchanan <br />Street Partners (CalPERS). <br />Staff Conclusions <br />• The changes proposed by Mr. Watry are likely to have a negative impact <br />on future development of Block Two <br />• The proposed changes are likely to have a negative impact on making <br />Theater Way a comfortable and successful outdoor dining and pedestrian <br />area. <br />• Changing the garage design at this stage would have major design, cost <br />and scheduling impacts. <br />• Changing the garage design at this stage could jeopardize project <br />financing and the ultimate success of the project. <br />• Overall, it is better to proceed with the present garage design, with the <br />minor modifications suggested in the staff recommendation. <br />Staff Recommendation <br />1. That staff explore with the design consultants the possibility of diagonal <br />parking instead of 90 degree and enhancements to the line of sight angles <br />at the garage entrance. <br />2.
