Irmer <br />Date: 04/1/2003 <br />�Re: On Broadway Underground Parking Garage <br />Pat: <br />This letter memo will attempt to address Nick Watry's parking garage layout concept. <br />First, it is important to consider Nick has not been in the planning process for over <br />two years and does not have a current view of the scope which led us to the <br />International Parking Design plan now adopted. <br />The statement was unequivocally made that the point of ingress and egress to the <br />garage "simply would not work." I would suggest we had our traffic engineer look <br />carefully at this question and found it to be the most preferred location. His proposed <br />entry location interferes with the Freedman, Tung & Bottomley plans for the <br />CalTrain /SamTrans, Sequoia Station intedink with our downtown. <br />Jefferson Avenue is a major thru -way and is well traveled. An entrance to the <br />parking garage on Jefferson Avenue gives the garage prominence and ease of <br />location. I would not suggest the entry off of Winslow would not work. We believe it <br />works better off of Jefferson Avenue. The site plan is positioned to accept the <br />smaller food related tenants along Theatre Way, with the larger space users along <br />Jefferson Avenue. The garage entrance is never as friendly as one would hope for, <br />but at its present position, it is less intrusive and more functional than we might find <br />anywhere else on the site. Theatre Way should have less vehicular traffic and more <br />pedestrian. The Winslow entrance would not accomplish this. <br />As regards the one -level versus two- levels of parking, it is safe to say we could not <br />meet the conditions of the DDA or the Parking Facilities Agreement without going off- <br />site to pick up the added required parking spaces. We are well aware of the costs of <br />going down two levels and the water table issues involved. Keep in mind, it would <br />take the same cubic feet of dirt removal whether it is on one or two levels if we are to <br />achieve the parking count. <br />
