0 . 2 0 <br />The suggestion of using Broadway and possibly Jefferson for the one -level <br />expansion area does not accommodate our goal of minimizing the disruption to the <br />downtown during our construction period. Further, the cost of relocation utilities <br />becomes a major expense, eating up any cost savings we might realize from a one - <br />level structure. <br />The long -span structural system would call for a different columnar layout and could <br />have a negative impact on the tenant spaces, primarily Century. I do not profess to <br />be a structural engineer and will allow that discipline to answer this specific question. <br />We have looked at the long -span structural system, and after close review, opted for <br />the system we have proposed. <br />Mr. Watry suggested his approach would assist in creating a more user - friendly <br />parking layout by using angled parking. Angled and perpendicular parking layouts <br />are used in a shopping center environment. When considering an underground <br />parking system, there are trade -offs and one is the number of parking spaces per <br />1,000 square feet. The perpendicular parking spaces are more efficient overall when <br />`considering cost versus number of spaces created. <br />The landscaping impacts of our garage are kept to a minimum when considering <br />there is only Theatre Way that will not take street trees on the project's side. All of <br />the streets can and will have trees. Our streetscape plan is quite attractive and was <br />well received. It makes the site a special place to be. <br />Lastly, our biggest concern with a new underground parking design is timing. Aside <br />from the fact we do not get the parking car count, the timing necessary to review and <br />reconsider further options will delay the project significantly. I have not questioned <br />further modifications of the EIR. <br />Mr. Watry may not be aware of the many complexities of the overall project. As we <br />have understood from the beginning, the garage and retail- theatre components have <br />a connection unique to many stand -alone parking structures. The above -grade <br />structure has specific requirements that must be designed into the garage if we are to <br />realize a fully functional building.
