MEMORANDUM <br />COMMUNITY DEVELOPMENT SERVICES <br />ENGINEERING AND CONSTRUCTION <br />TO: Bruce Liedstrand, CDS Director DATE: April 3, 2003 <br />FROM: Rich Haygood, Traffic Engineer <br />RE: Parking Garage Revision for Retail /Cinema Project <br />Traffic Signal Would Be Required at Winslow/Theatre Way /Garage Driveway Intersection <br />• Estimated cost = $175,000 ($150,000 if Theatre Way is one -way toward Broadway) <br />• Signal not required at Winslow/Theatre if no driveway and Theatre Way is one -way <br />toward Broadway. <br />Requires Continuous Left -Turn Median Lane on Middlefield (Jefferson to Winslow) <br />• Revised driveway location would increase traffic volume on Middlefield between <br />Jefferson and Winslow/Theatre Way (vs. Jefferson driveway), especially left turns at <br />Jefferson and at the revised driveway location. <br />• Michael Freedman proposal suggests Middlefield with only two traffic lanes and parking <br />on both sides, eliminating the left -turn median lane. <br />Higher Traffic Volume on Theatre Way (vs. Jefferson driveway) <br />• For revised driveway location, the most direct route to /from the north and Veterans Blvd. <br />is Theatre Way /Middlefield. A traffic signal at Middlefield/Veterans is already a required <br />project mitigation. <br />• Higher relative traffic volume on Theatre Way even if it's one -way (either direction). <br />Revised Garage Driveway Safety <br />• Exit emerges from a "hole in the ground" to intersect Middlefield/Theatre Way. <br />• Although a grade- separated pedestrian path around the driveway is indicated, some <br />pedestrians and nearly all bicycles will take a direct path across the driveway. <br />• Exiting traffic reaches the driveway immediately after a sharp turn, which limits visibility. <br />• The drawing indicates a 16% ramp slope, but does not indicate where that slope ends in <br />relation to the driveway. The ramp slope also limits visibility of exiting traffic. (City <br />standards allow up to 20% driveway slope, but for a visual point -of- reference, the slope <br />_ of Jefferson at the Caltrain underpass is 7.5 %.) <br />• Queuing of exiting vehicles on this curved and sloped ramp, and the traffic flow <br />characteristics with this driveway signalized, would require further study. <br />
