Proposal Option 1 - One Level Underground Parking Garage (504 Stalls) <br />1. Entrance on Theatre Way/Winslow would impact future development <br />plans for Block 2. <br />2. Constructing an entrance on Theatre Way/Winslow would conflict <br />with re- aligning the box culvert when Block 2 is developed. <br />3. If an underground garage was to extend beneath Broadway, there <br />would be major disruption (up to one year) to the businesses on this <br />portion of Broadway during the relocation of utilities, shoring, building <br />the garage, and then reconstructing the roadway. <br />4. There would be additional time required for redesigning the garage, <br />retail /cinema and utilities. This would take at least 6 months or more. <br />5. Option 1 only provides 504 parking spaces. In accordance with the <br />DDA and other agreements approximately 590 spaces are required. <br />6. If the design of the garage substantially changes from the originally <br />EIR, then an amended EIR may be necessary. Staff believes that <br />extending the garage beneath Broadway would be a significant <br />change. <br />7. The proposed relocation by Watry of the box culvert further west <br />under Option 1 will not provide adequate slope for storm drainage, <br />and will not provide capacity for a 100 -year storm. <br />8. There would be impact and disruption to PG &E and PacBell services. <br />More than likely power, gas and telephone lines would have to be <br />relocated. This would add additional time for private utilities to <br />relocate their facilities. <br />-I- <br />
