� 2 -A ib <br />REVENUE/PROGRAMS <br />Potential Revenue from San Mateo County Motor Vehicles <br />There are approximately 700,000 vehicles in San Mateo County. Therefore, a $4 fee <br />would raise approximately $2,800,000 a year in revenue. Any fee assessed by the <br />C /CAG Board must be previously justified through the adoption of a specific budgeted <br />work plan and performance measures. The split between the Congestion Relief Plan and <br />the Stormwater Pollution Prevention Program would be determined based on the specific <br />work plan adopted by the C /CAG Board. However, it is anticipated that it will be an <br />approximately equal share between the two programs. Therefore, this would provide <br />approximately $1,400,000 a year for both the Congestion Relief Plan and the Stormwater <br />Pollution Prevention Program. <br />Congestion Relief Program <br />The first objective of AB 1546 is to maximize the capacity of the current transportation <br />infrastructure through transportation system measures. <br />Provide a source of funding for four years for development and operating <br />expenses for the following types of transportation programs. <br />- Implement components of the Intelligent Transportation Systems Master Plan <br />such as ramp metering. <br />- Countywide Transportation Demand Management. This will encourage <br />transit usage and ridesharing to reduce cars on the freeway. <br />- Local shuttle service and employee shuttle service to provide service to local <br />areas not covered by the bus system and to connect with Bart and Caltrain. <br />- Real Time Information Systems on the freeway including traffic cameras/ <br />monitoring. Provide pertinent information on signage to assist drivers in <br />improving their commute. <br />- Advanced accident removal systems and automatic diversion of traffic around <br />the accident site through signage and signal coordination. <br />- Bicycle and Pedestrian facilities to encourage use of alternative modes. <br />- Park and ride lots to encourage transit usage. <br />Stormwater Pollution Prevention Program <br />The second objective of AB1546 is to address the storm water pollution that flows to the <br />creeks, streams, San Francisco Bay, and ocean as a result of the debris from motor <br />vehicles and its infrastructure. The stormwater program is an unfunded State mandate. <br />• Provide a source of funding for four years for development and operating <br />expenses for the following types of storm water pollution prevention programs <br />that are mandated under the Clean Water Act. <br />- Countywide public education through various media on how to handle vehicle <br />waste and debris. <br />
