72 -AIZ, <br />AB 1546 NEXUS TO MOTOR VEHICLE FEES <br />Congestion Relief Program <br />Objective - Maximize the capacity of the current transportation infrastructure through <br />transportation system measures. Will implement various strategies to improve the overall <br />operation of the transportation system to the direct benefit of the motorist to which the <br />fee is applied. These measures include but are not limited to ramp metering, employer <br />and local shuttles, Intelligent Transportation Systems, Real Time Information Systems on <br />the freeway, park and ride lots, traffic cameras/ monitoring, advanced accident removal <br />systems with automatic rerouting of traffic, and Countywide Transportation System <br />Management. Therefore, by definition the Congestion Relief Program has a direct nexus <br />to the motor vehicle fee. <br />Stormwater Pollution Prevention Program (STOPPP) <br />Objective - Address the storm water pollution that flows to the creeks, streams, San <br />Francisco Bay, and ocean as a result of the debris from motor vehicles and its <br />infrastructure. The debris is transmitted to the ground/streets /roads/ highways during <br />vehicle operation, storage, vehicle repair and maintenance. Stormwater then washes this <br />debris into the creeks/ streams/ Bay/ Ocean. The vehicle debris include the following <br />contaminants: <br />1- Break pad (copper) and drum/ rotor (steel) residue <br />2- Vehicle Fluids <br />a- Oil <br />b- Antifreeze <br />c- Transmission <br />d- Power Steering <br />e- Brake <br />f Grease <br />g- Gasoline <br />h- Miscellaneous fluids used during car repair/ maintenance and cleaning <br />3- Vehicle Materials /Metals <br />a. Steel <br />b. Copper <br />c. Mercury <br />d. Miscellaneous Rubber <br />4- Paint <br />5- Streets/Roads /Highways <br />a. Tar (Oil based contaminants) <br />The motor vehicle funds will be limited to only fund those stormwater pollution <br />prevention programs that directly address the negative impact on <br />creeks /streams /Bay /ocean caused by motor vehicles and its infrastructure. <br />
