Specifically AB 625 requires <br />the towing service responsible for the tow to be <br />under contract with the city or county for the re- <br />moval of illegally parked vehicles. The author <br />seeks to remedy this situation by requiring that the <br />towing company and /or storage facility be notified <br />in writing about the special event and its anticipated <br />level of attendance 48 hours prior to its occur- <br />rence. AB 872 in- <br />creases a local agency's ability to set speed maxi- <br />mum speed limits on specified types of urban <br />streets, and has been more fully described in past <br />priority focus editions. AB 894 requires <br />the department to renegotiate existing agreements <br />with railroads relative to maintenance of railroad <br />bridges that cross state highways in order to <br />require graffiti removal from those bridges, with the <br />cost of graffiti removal to be borne by the rail <br />operator operating on the bridge. According to the <br />author, railroad bridges over state highways are <br />frequent targets for vandalism, particularly graffiti, <br />causing such overpasses to become a "blight to the <br />surrounding community." While it is unclear who <br />would be responsible for the actual graffiti removal <br />on overpass structures, this bill does require the <br />railroad operator to bear the cost. Supporters of <br />the AB 894 include the City of Commerce, City of <br />Cudahy and City of Maywood. Per- <br />sons with Disabilities. Violations. AB 327 <br />increases the minimum fine for violating provisions <br />relating to parking privileges for persons with <br />disabilities to $500. The author points out that <br />current punishments for abusing disabled placards <br />were established in 1992 and are increasingly <br />failing to serve as an effective deterrent. She <br />believes that the relatively low level of minimum. <br />fines encourages scofflaws to take their chances <br />when faced with otherwise limited parking opportu- <br />nities. Raising the minimum fine will not only serve <br />as a deterrent but will also generate local revenues <br />and encourage rigorous enforcement of existing <br />restrictions. SB 780 <br />revises the definition of automated enforcement <br />system' to delete the requirement that the system <br />be designed to obtain a clear photograph of the <br />driver of the vehicle. SB 780 requires those viola- <br />tions to be cited as civil violations, subject to a civil <br />penalty of not more than $200 and a specified <br />administrative adjudication process. Contractor's Costs. $@ <br />96 authorizes a contractor to recover from an <br />awarding body any increased costs incurred by the <br />contractor as a result of (1) any decision that <br />classifies, after the time at which the awarding body <br />accepts the contractor's bid, a project as a "public <br />work," as provided, or (2) a change, after the time <br />at which the awarding body accepts the <br />contractor's bid, in the prevailing wage rate. SB 966 <br />defines "increased costs" to include, but not be <br />limited to, wages that are required to be paid to the <br />contractor's workers and penalties for which the <br />contractor is liable. Prevailing Rate of Per <br />Diem Wages: Determinations.
