REPORT <br />To the Honorable Mayor and City Council <br />From Council Member Diane Howard <br />April 28, 2003 <br />Subject <br />Letter in Support of Senate Bill 915 and Senate Bill 916, approving the Water Transit <br />Authority's implementation and operations plan and providing for a special election for a <br />public vote on a proposed bridge toll increase. <br />Recommendation <br />Authorize the Mayor to sign the attached letter in support of Senate Bill 915 and Senate Bill <br />916. <br />Background <br />The Council has previously adopted three resolutions in support of various aspects of the <br />Water Transit Authority's (WTA) plan for new and expanded ferry services on the San <br />Francisco Bay, including a route serving Redwood City (reference Resolutions No. 14494, <br />14460, and 13552). <br />Legislation is currently proposed which will, if successful, approve the WTA's <br />implementation and operations plan, specify that the WTA will submit a final plan to the <br />legislature after completion of its Environmental Impact Report, and provide for a public <br />vote on a proposed increase in State bridge tolls, the proceeds of which would fund the <br />WTA ferry plan. The two bills are SB 915 and SB 916. The WTA has requested a letter <br />formally stating the City's support for these pieces of legislation. The Mayor and <br />Councilwoman Howard have already provided the WTA with letters indicating their <br />individual support of these two bills. <br />Alternative <br />The Council could choose not to authorize the letter supporting SB 915 and SB 916, and <br />therefore not go on record as officially endorsing these pieces of legislation. <br />Diane Howard, Council Member <br />Bay Area Water Transit Authority <br />Community Advisory Committee Chairperson <br />Attachment <br />Draft letter of support for SB 915 and SB 916 <br />Text of SB 915 and SB 916 <br />
