Toll bridge revenues. <br />Existing law generally makes the California Transportation <br />Commission responsible for establishing the rates charged vehicles <br />for crossing the state -owned toll bridges. Under existing law, the <br />Metropolitan Transportation Commission (MTC) is authorized to adopt a <br />toll schedule in lieu of the one adopted by the California <br />Transportation Commission for the state -owned toll bridges in the San <br />Francisco Bay area. Existing law makes the MTC and the Bay Area <br />Toll Authority (BATA), which is defined as the same body as the MTC, <br />responsible for the programming, administration, and allocation of <br />the revenue from the base toll charge collected from these bridges. <br />Under existing law, a portion of this revenue is continuously <br />appropriated to the Controller who is required to disburse these <br />funds to the MTC to expend for purposes that reduce vehicular <br />congestion on the bridges. <br />This bill would define the BATA as a separate entity governed by <br />the same governing board as the MTC. The bill would make the BATA <br />responsible for the programming, administration, and allocation of <br />toll revenues from the state -owned toll bridges in the San Francisco <br />Bay area, including the seismic retrofit surcharge once those <br />projects are completed and provision is made for payment of the bonds <br />issued for those purposes. <br />The bill would require the City and County of San Francisco and <br />specified counties in the San Francisco Bay area to conduct a special <br />election on a proposed increase of $1 in the amount of the base toll <br />I- ..._. ,.. _i' .
