5. A -2 <br />The Council Courthouse Renovation Committee (Chair Barbara Pierce, Diane Howard <br />and Ira Ruskin) and staff (Bruce Liedstrand, Susan Moeller, Mike Church and Joel <br />Patterson) have worked together the past several months to finalize a recommendation <br />for the Redevelopment Agency Board for design services related to the proposed <br />Courthouse Square. <br />Staff solicited "Statements of Qualifications" from design firms in May, 2002. Eleven <br />out of fourteen firms contacted, responded. The firms responding included: <br />1. Moule & Polyzoides <br />2. Roma Design Group <br />3. Freedman Tung & Bottomley (FTB) <br />4. Carducci Landscape Architects <br />5. Fred Kent/Project for Public Spaces <br />6. DES Architects & Engineers <br />7. Interactive Design <br />8. EDAW <br />9. Bottom - Duvivier <br />10. Bottomley Associates <br />11. Fisher Hall. <br />Recognizing the importance of the Courthouse Plaza in the overall revitalization of the <br />downtown, staff reviewed the written responses using the following criteria: <br />Community participation process for creating the design; <br />:- Historic reference and acknowledgment; and <br />The demonstrated ability of the firm to create a comfortable, useable public <br />space. <br />The proposals from local firms were given additional attention. Ultimately, the field was <br />narrowed to five firms. Site visits, and in some cases interviews, were conducted by the <br />staff team. Staff felt it was important to experience the spaces that had been built to <br />better evaluate the firms' abilities to create both "comfortable" and "useable" public <br />spaces. Based upon that process, the field was narrowed to two firms: FTB, and <br />Interactive Design. <br />The Council Sub - Committee reviewed the two proposals, interviewed the two firms and <br />made a site visit to the Town Square in Cathedral City designed by Interactive Design. <br />Based upon that process, they are recommending that FTB be awarded the contract for <br />the design of the Courthouse Plaza. <br />FTB has submitted a detailed Scope of Services that is incorporated into the contract <br />as Exhibit "A ". The Scope includes an extensive community workshop process that will <br />include an educational presentation on civic open spaces, involvement of the Historic <br />Courthouse Restoration Committee (HCRC), conceptual design alternatives, and a final <br />Page 2 of 3 <br />
