5 4 3
design recommendation. The conceptual design process will incorporate investigating
the original landscape of the 1910 Historic Courthouse Building. This investigation will
provide opportunities to present the pro's and con's of designs of that era, and
determine their "fit" with the new downtown and more contemporary requirements.
Attention will be paid to both the requirements of the new urban space being created,
and the need to respect and honor the design of the original Courthouse structure.
The final design recommendation will evolve out of this process and include
recommendations for furnishings, paving materials and color, masonry and metalwork.
The total fee for the proposed contract is $195,910 which is a not -to- exceed,
"guaranteed maximum" for completing tasks up to the Final Design.
A copy of the Agreement is available for review in the City Clerk's office.
Alternatives
1. Hold off on the design of the Courthouse Square and Marshall Street Frontage
Landscape design, which could delay completion of the Courthouse Square in
respect to the completion of the two major downtown projects (Restoration of the
Historic Courthouse and the Downtown Cinema project).
Fiscal Impacts
Funds in the amount of $500,000 have been set aside from the Redevelopment Agency
for the design phase of the project. Contracts totaling $370,900 have been approved
for DES, leaving a balance of $129,100 available for the design of the plaza. An
additional appropriation of $66,810 from the Redevelopment Agency's Fund Balance is
required in order to fund the proposed contract.
san Moeller
Redevelopment Manager
4 --4&
Bruce Liedstrand
Community Development Services Director
E Everett Barbara Pierce, Chair
City Manager Council Courthouse Renovation Committee
SM:ss
S/library/Courthouse Restoration _Susan /ReportsiConsultant Services Historic Courthouse
Page 3 of 3
