A -& <br />Scope of Services, Page - EXHIBIT A - <br />PHASE I: CONCEPTUAL DESIGN and <br />Purpose of this Phase: Investigate potential futures for Courthouse Square and the Marshall Street frontage <br />landscape of the 1910 Historic Courthouse Building, with an emphasis on near -term implementation of a <br />Courthouse Square design. Provide an educational presentation on civic open spaces and assist the <br />community to understand the range of types of civic open spaces that the Courthouse Square might be <br />configured as, discuss their "pros and cons," and select a limited number for further investigation. Develop <br />initial "broad- brush" design alternatives and present for community consideration. From community, group, <br />and City staff input, select and/or synthesize a preferred alternative for further development. Develop and <br />present a recommended design concept for Courthouse Square and its related treatment of the Marshal Street <br />frontage landscape, along with a concept -level cost estimate. Incorporate community, group and City Staff <br />input, modify design, prepare color rendering, and present a final recommended design concept to a joint <br />Planning Commission -City Council Study Session. Prepare a memorandum of project definition for a <br />follow -up phase of construction documents preparation (not included in this Scope of Services). <br />TASK I. START -UP & BASE INFO <br />A. Kick -off Meeting with City - Orientation & Administration. Review Scope of Services with <br />City Staff Project Team; discuss City- provided project base maps and base information as necessary; <br />review workshop process and logistics; discuss logistical aspects of collaboration with City <br />Departments (especially those responsible to prepare any specialized portions of the Plan); clarify <br />flow of information to /from City and to /from FIB; discuss large city structure and larger regional <br />context issues related to project study area; solicit City Staff recommendations and clarifications <br />regarding project intent and preliminary notions regarding recommended avenues to investigate <br />B. Site visit with City Staff & FTB Team (same day as Kick -off Meeting). Note special conditions <br />and discuss known changes that have or will arise from demolition, or other known conditions not <br />shown on completed survey drawings. <br />C. Meeting with City's Events Coordinator (same day as Kick -off Meeting). Review scope and <br />nature of City's past and planned downtown special events to provide functional/activity parameters <br />for Courthouse Square design. <br />D. Kick -off session with HCRC and /or other special group <br />Attend and facilitate meeting to discuss approaches & parameters. Discuss Scope of <br />Services and Community Meeting program. Review previous discussions and positions <br />that HCRC and/or other group have had with respect to Courthouse Square and the <br />restoration of the Historic Courthouse. Discuss approach of exploring types (typology) of <br />civic open space design at first Community Meeting, in order to select a preferred range of <br />directions to explore. <br />Record comments; send copy to City <br />E. Receive /review database from City <br />1. Receive/Review survey drawing CAD files (site and fronting streets right -of -ways) <br />2. Receive aerial photo (digital file) of site <br />3. Receive/Review architectural plans for historic Courthouse restoration <br />4. Receive/Review Carey & Co. Historic Preservation Analysis & Report <br />
