8A-1 <br />April 28, 2003 <br />Subject <br />Annual Action Plan to the Consolidated Plan for FY 2003 -2004 (i.e., CDBG Funding <br />Recommendation) <br />Recommendation <br />Adopt the Annual Action Plan and authorize the City Manager to execute documents related to <br />the Annual Action Plan to be submitted to U.S. Department of Housing and Urban Development. <br />Background <br />The City expects to receive $910,000 in Community Development Block Grant funds and, <br />$462,873 in HOME Investment Partnership funds from the U.S. Department of Housing and Urban <br />Development (HUD) for FY 2003/2004. Technical assistance workshops were held by the City to <br />assist interested organizations to prepare competitive proposals and several meetings were held <br />by the Housing and Human Concerns Committee to review proposals submitted for funding. On <br />March 6, 2003, the Housing and Human Concerns Committee approved funding <br />recommendations for 29 programs and projects in the amount of $910,000 from CDBG Funds and <br />$462,873 in HOME funds. <br />The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement <br />funding from the U.S. Department of Housing and Urban Development. The Plan is made up of <br />three components: (1) Market & Needs Analysis, (2) Strategic Plan, and (3) a One -Year Action <br />Plan. The Consolidated Plan identifies priorities the City adopted to use over the five years to meet <br />affordable housing goals and to improve the quality of life for residents who are low income and <br />have special needs. This Fourth Annual Action Plan identifies activities to be funded during <br />FY 2003/2004 to address the priorities adopted by Council in the Consolidated Plan. These <br />priorities target federal funds for public facilities and improvements, affordable housing, and social <br />and economic development programs. The term of the Consolidated Plan is from July 1, 2000 to <br />June 30, 2005. <br />The Action Plan is made up of funding recommendations from Community Development Block <br />Grant funds, HOME Investment Partnership funds and Human Services Financial Assistance <br />funds. The Human Service Financial Assistance recommendations will be brought to you in June <br />as part of the City's budget review process. <br />Other Funds <br />• Council has authorized the HHCC to recommend an allocation of $80,000 per year to Shelter <br />Network for the Redwood Family House. This budget amount may be a combination of CDBG <br />funds and /or General funds. In FY 2002 -2003, $80,000 was allocated from the General Fund. <br />For FY 2003 -04, the Committee has recommended the first $10,000 of this budget from CDBG <br />and is recommending that the remaining $70,000 be allocated from the General Fund. <br />
