r <br />ATTACHMENT <br />CITY OF REDWOOD CITY <br />ANNUAL ACTION PLAN <br />OBJECTIVES & PRIORITIES TO BE MET DURING FY 2003 -2004 <br />Mission Statement <br />Redwood City's Mission Statement is to promote affordable housing by monitoring changing <br />social needs in the community, and ensure that the needs of all income levels are given sufficient <br />consideration in the approval of housing developments to provide: <br />• diversity and balance of housing types and affordability within all geographical locations, <br />• affordability levels for all income groups and special needs populations. <br />The target group to be assisted under each goal is households with incomes at or below 80% of <br />median. <br />STRATEGY IMPLEMENTATION NEEDS, GOALS, AND PRIORITIES: Redwood City proposes to <br />adopt priorities to implement this strategy as follows in the rank order that funds and assistance <br />will be targeted: <br />1. Increase the availability of affordable housing in decent, safe and sanitary condition. <br />2. Improve safety and livability of neighborhoods by focusing resources for public facilities and <br />services. <br />3. Promote economic growth through employment services, job training, business development <br />and expansion which result in jobs for low income persons. <br />After a series of meetings and review of community needs, the City is proposing to use CDBG <br />and HOME funds during FY 2003 -04 to meet the City's basic Consolidated Plan Priorities as <br />listed on the following pages of this Plan. The primary emphasis during FY 2003 -04 is to provide <br />and expand affordable housing opportunities and supportive services, emergency assistance and <br />intervention programs that will reduce poverty and prevent homelessness to households earning <br />80% or less than the Area Median Income for San Mateo County. <br />Total New Entitlement Funds (CDBG & HOME) $1,372,873.00 <br />Estimated Program Income $ 350.000.00 <br />Total Federal Funds $1,722,873.00 <br />Redevelopment Housing Funds $3,411,894.00 <br />Redwood City General Funds $ 70,000.00 <br />Human Services Financial Assistance (HSFA) $ 233.180.00 <br />Total State & Local Funds $3.715.074.00 <br />TOTAL ACTION PLAN FINANCING $5,437,947.00 <br />
