OA-1c) <br />$10,000 CDBG Shelter Network Redwood Family House Transitional <br />Housing Program <br />($70,000 General Fund) Shelter Network, 110 Locust Street, Redwood City. Funds will be <br />used to provide transitional housing and comprehensive support services citywide for homeless <br />families. <br />$15,000 CDBG Daybreak Shelter for Homeless Youth <br />Youth and Family Assistance (YFA), 639 Douglas Avenue, Redwood City. Funds will be used for <br />transitional shelter and independent living skills training program for homeless youth, ages 16 -21. <br />PRIORITY # 3: Expand Economic Development Opportunities for low and moderate - <br />income persons through job creation, small business creation and <br />expansion and opportunities created by activities selected for funding. <br />The Committee has made no recommendation for economic development, and has reserved the <br />right to revisit proposals under this category at a later date from funds shown under Landbanking <br />funded by CDBG. <br />The above priorities are listed by rank order. <br />Redwood City has developed its statement of projected use of funds based on comments from <br />service providers during the Annual Action Plan goal setting meeting held in December 2002. <br />The funding recommendations attempt to give maximum feasible priority to activities that benefit <br />low and very low income families who are homeless or at -risk of becoming homeless. These <br />funds also assist individual households to become self sufficient and reduce the level of poverty, <br />or aid in the prevention or elimination of slums or blight. Over the three to five year period of the <br />Consolidated Plan, the City will continue to carry out activities that meet the objectives specified in <br />the Community Development Plan and will minimize displacement of low- income households. <br />Community Development Block Grant regulations require that participating communities consult <br />with citizens and various providers to create a Consolidated Plan, a unified vision for delivery of <br />services with CDBG and other federal funds. The City has developed its Consolidated Planning <br />Strategy to maximize resources for low- income residents and to require collaboration between <br />service providers in an attempt to reduce poverty and improve the standard of living for low - <br />income households. <br />A Draft Action Plan is available for review in the Redevelopment, Housing and Economic <br />Development Division Office of the Community Development Services Department. Citizens may <br />submit written or oral comments until 5:00 PM on April 24, 2003. The Plan will be presented to the <br />City Council for adoption on April 28, 2003. Citizens' comments will be incorporated into the final <br />Consolidated Plan submitted to HUD for the FY 2003 -04 program year. For information regarding <br />this plan and the use of CDBG funds to meet the national and the local program objectives, <br />contact the Redevelopment, Housing and Economic Development Division at City Hall. <br />Consolidated Annual Performance and Evaluation Performance Reports (CAPER) and other <br />records indicating past use of funds are available to the public and may be inspected at the <br />Redevelopment, Housing and Economic Development Division in City Hall at 1017 Middlefield <br />Road, Redwood City. <br />
