6.8 -�3 <br />Process Choices <br />The City has several choices of how to approach this disagreement with Caltrans: <br />1. Accept Caltrans policy and build Design Alternative 2, with the shoulders <br />Caltrans wants, but with almost no landscaping. This would improve traffic flow, <br />but make the appearance of this section of Woodside Road worse. <br />Attempt to change Caltrans policy. Although we could use the Project for Public <br />Spaces staff (who have a good working relationship with Caltrans staff) to help <br />in our discussions with Caltrans, we are not optimistic that this approach would <br />be successful. <br />3. Take this section of Woodside Road out of the State Highway System and <br />accept City responsibility for maintenance, operations, and liability. If the <br />Council wishes to pursue this alternative, we will investigate the process and <br />report back to the City Council. <br />4. Focus the traffic improvement work on the Broadway intersection (which is a <br />prime cause of the congestion) and landscape the other areas instead of adding <br />the additional traffic lanes. This approach would allow us to make a substantive <br />improvement in traffic flow as well as improving the appearance. <br />Conclusion <br />Staff believes that Process Choice #4 is the best and requests Council authorization to <br />- pursue it. <br />Fiscal Impacts <br />Initial estimates for the basic widening of Woodside Road (with no shoulders or retaining <br />walls) were approximately $2.5 million. As of today, the cost of widening to meet current <br />requirements, and provide new landscaping where possible is $9.6 million. The <br />Transportation Authority has agreed to fund the shortfall, so far, but it is unknown at <br />what cost they may no longer be willing to participate.
