These major initiatives included both <br />the Unfunded Mandates Reform Act and the Safe Drinldng Water Act. Both of these <br />laws passed the House and the Senate by large bi- partisan majorities. Both were <br />signed by President Clinton and applauded as major victories for bi- partisanship. <br />Why? Because lasting solutions to problems cannot be imposed or dictated. First, <br />you must have partners willing to negotiate a pragmatic solution; and secondly, you <br />must deal with individuals with clean hands and an honest desire to solve problems. <br />In each of the legislative efforts I have been involved with, I have directed <br />diverse coalitions of supporters. For Unfunded Mandates we joined the National <br />League of Cities, the U.S. Conference of Mayors and other members of the big 5 with <br />conservative business organizations and advocates for the physically challenged. For <br />the attempted Endangered Species Act Reauthorization we conferred with labor, <br />business, environmentalists such as Michael Bean and others to try to build an Act <br />that would advance the cause of species conservation. The Clinton White House, the <br />Departments of Interior and Commerce, the Senate Republicans and Democrats, and <br />the House Democrats supported the bill. All House Republicans supported the bill <br />with the exception of one conservative California legislator with relevant <br />Subcommittee jurisdiction. This was the eventual final undoing of the bill. <br />In these days of bitter partisanship, I choose to conduct myself in a bi- partisan <br />way. My law fum recognized this when I was hired. The managing partner of our <br />office in Washington, DC represents the Democratic Senatorial Campaign Committee <br />and the Democratic Congressional Campaign Committee. This office retained me <br />because of my reputation for fair play, honest dealing and a willingness to find <br />solutions that work.
