Larson reiterated that the VLF <br />trigger should be pulled by May 14th and that the <br />Controller's office won't suspend backfill to local <br />governments until the VLF is raised. In discussing <br />Sacramento's political environment, Larson talked <br />about the differences between local government <br />and Sacramento, the "beltway mentality" and <br />"underlying hostility" towards local government <br />that often permeates the Capitol. <br />Days. She concluded her comments by showing <br />the LOCAL video. McKenzie then spoke of the <br />challenges and opportunities ahead for cities in <br />the coming months of budget deliberations, and <br />provided updated information on the budget, fiscal <br />xa&— and Lagia&t:ivsAatimnvsReglona/ <br />Representative Catherine Hill reports that the <br />registrations for Legislative Action Days are really <br />starting to come in. <br />When asked what local government can do <br />to better make Its case, Larson cited the <br />success of the LOCAL Coalition. He said, <br />"LOCAL has been very effective. "Larson <br />encouraged everyone in the room to <br />attend Legislative Day citing its importance in <br />making our presence felt in the Capitol. <br />• Inland Empire and Desert Mountain <br />Divisions' Regional Representative Nancy <br />Cisneros was a guest speaker April 25 at the <br />Teamsters Local 911 shop steward workshop in <br />Long Beach. Nancy was invited to address the <br />group to explain the purpose and activities of the <br />LOCAL Coalition, following the divisions' recent <br />formation of G.O.A.L. - Govemment Organized <br />in Association with Labor. She spoke to 86 <br />public sector shop stewards on the budget cuts <br />facing cities, how the statewide LOCAL Coalition <br />has come together and the coalition's focus on <br />protecting local services. <br />As the announcement of the formation of <br />GOAL was made, the shop stewards broke into <br />spontaneous applause and echoed their approval <br />of this new partnering between administration and <br />labor. Many stewards committed to work with the <br />grassroots program as action alerts are sent to <br />them through their parent organization Local 911 <br />leadership. Nancy left the event with a Teamster <br />logo sweatshirt and new working relationships. <br />• Executive Director Chris McKenzie was <br />the guest speaker at the San Diego Division <br />Quarterly Dinner on April 24th.
