• Proclamation: National Public Works Week <br />Mayor Claire read and presented the proclamation to Senior Civil Engineer Chu <br />Chang and Public Works Services Supervisor Paul Vukelich. Mayor Claire <br />stated his pride in the staff and the work that they do. <br />6. ORAL COMMUNICATIONS <br />Rudy Luca spoke on the subject of appointment of City officials or executives. He <br />referred to his experience in PACT and having met the various departments, <br />commended the staff. He stated his disagreement with the Police Chief being <br />assigned as interim Fire Chief. He stated his belief that it would have been better to <br />appoint an interim City fire employee who knows about the department but would like <br />to see some people within the community given an opportunity prior to going to the <br />outside. <br />7. CONSENT CALENDAR <br />Items on the Consent Calendar are considered to be routine by the City Council and <br />are enacted by one motion and one vote. <br />M/S Hartnett/Ruskin to waive reading of the Consent Calendar except the ordinances <br />by title, adopt the resolutions and the ordinances, and approve other items. <br />7.1 Section — Warrants <br />A. Approve warrants dated through May 5, 2003 and usual and necessary payments <br />through May 12, 2003. The motion passed by a unanimous voice vote by <br />those present. MINUTE ORDER 03 -98 <br />8. STAFF REPORTS <br />A. Department Head Housing Assistance Program <br />REGULAR <br />MINUTES <br />City Manager Everett explained the proposal and Human Resources Director <br />Rivera -Pena responded to questions from Council pertaining to other cities <br />policies. <br />Human Resources Director Rivera -Pena stated that 19 cities within the Bay Area <br />were surveyed, from Colma to Sunnyvale, Brisbane and Berkeley. She <br />summarized the assistance programs of the 10 cities that do have programs in <br />place. <br />Public Comment: <br />Rudy Luca asked the names of the 9 cities without a program. He stated that all <br />the people to be on this program earn some high salaries and if anybody can <br />afford the housing here it is them. He stated his concern that other employees not <br />earning these high salaries are not included in the program and it is unfair and <br />May - 5,2003 <br />PAGE <br />
