REPORT To the City Council From the City May 12, 2003 Subject Agreement for Professional Services with Wagstaff and Associates to prepare an Environmental Impact Report — Syufy Freeway Site. Recommendation Approve the agreement with Wagstaff and Associates for an amount not to exceed $141,330. Background The City has received an application to construct a 600 unit apartment project on the Century Park 12 Theatre site located at 557 E. Bayshore Road. The project will also include an 8,300 square feet of retail space and a recreation center for.tenants. As required by the State, the City must first prepare a written evaluation of the project's environmental impacts under the California Environmental Quality Act (CEQA) before the City can take any action on the project. Staff has determined that an Environmental Impact Report (EIR) will be required due to the requested change of land uses (changing the City's general plan and zoning from commercial to residential) and the resulting traffic impacts. As required by CEQA, the City will also examine other alternatives which will include auto dealerships and a "big box" development. Staff is recommending hiring Wagstaff and Associates to prepare the Environmental Impact Report. Wagstaff and Associates is a well qualified planning firm, and has recently completed the EIR for the Marina Shores Project. Wagstaff has a thorough understanding of the environmental issues for the area and will be able to apply some already completed analysis and background work toward this proposed new project. The consultant has estimated the cost to be $141,330, including a 10% contingency fund. (See Attachment A: Proposed scope of work). Fiscal Impact The developer will pay the cost of preparing the Environmental Impact Report.
