W <br />REPORT <br />To the Honorable Mayor and City Counci <br />From the City <br />May 12, 2003 <br />Subject <br />Urban Water Management Plan Amendment <br />Recommendation <br />Conduct a Public Hearing and approve Resolution amending the Urban Water <br />Management Plan <br />Background <br />The State of California's 1984 Urban Water Management Planning Act ( "The Act ") AB 797, <br />requires every urban water supplier providing water for municipal purposes to more than <br />3,000 customers, or supplying more than 3,000 acre feet of water annually, to prepare and <br />adopt an Urban Water Management Plan, the primary objective of which is to plan for the <br />conservation and efficient use of water. <br />Redwood City owns and operates a water utility that serves over 83,000 customers, <br />supplying approx. 13,300 acre feet of water annually. Portions of the service area are <br />outside the City's corporate limits. Redwood City's first Urban Water Management Plan <br />( "the Plan ") was prepared in 1986 to comply with the legislative requirement. The Plan was <br />updated in 1992, January 2002 and July 2002. <br />On April 14, 2003, by motion of the City Council, the Public hearing date was set for May <br />12, 2003. Notification was duly published three times in the Redwood City Independent. <br />On April 28, 2003, staff released the Draft UW MP, sent out a notification letter to interested <br />agencies and water users, and posted the full document on the City's web site. Staff will <br />summarize any comments received at the Public Hearing on May 12. <br />This Plan amendment includes all information necessary to meet the requirements of the <br />California Urban Water Management Planning Code, and must be adopted after public <br />review and hearing and filed with the California Department of Water Resources. The <br />amendment modifies the City's drought action plan, the conservation program and <br />conforms the Plan to various other changes in State of Cal. laws. The major changes in <br />comparing the July 2002 and April 2003 Plans are: <br />1. The Chapters have been reorganized to be in a more subject - related format. <br />2. Reliability Planning: <br />a. Water reliability in terms of the water supply /demand balance has been <br />statistically quantified. In particular Table 3.1 and Figure 3.1 offer new <br />reliability information. <br />b. The 2001 Interim Water Shortage Allocation Plan and agreement among <br />SFPUC purchasers have been integrated. <br />
