Transfers and Exchanges: This discussion has been expanded and identifies <br />the role of the newly formed Bay Area Water Supply and Conservation Agency <br />to facilitate transfers. <br />4. Water Demand Management Measures: <br />a. The report now includes a potential implementation plan showing "active" <br />conservation activities and costs. <br />b. Water savings estimates are now factored into water use forecasts. <br />5. Water Shortage Contingency Plan: The UWMP now includes a table showing <br />actions the City would need to take in response to shortfalls of different severity, <br />and includes two guiding principles that would be used to allocate water in times <br />of shortage. <br />6. Water Recycling: The amended plan includes. an updated description of potential <br />expansion in water recycling based on two feasibility reports conducted by <br />Kennedy /Jenks Consultants in 2002, and the potential impacts to water supply <br />and reliability. However, this Plan does not commit the City Council to approval <br />of the proposed recycled water project currently being considered. <br />Staff will present a brief summary of the Plan and its relationship to water conservation and <br />supply planning efforts during the Public Hearing. <br />Alternative <br />The Council could, upon review and hearing public comments refrain from or postpone <br />adopting the Plan amendment and submitting it to the Department of Water Resources. <br />Redwood City may then have conflicting land use and water supply documents upon which <br />future planning decisions are made. Staff recommends that the Plan be amended as <br />described. <br />Fiscal Impact <br />None directly. However, if the Council approves the UWMP amendment, then staff will <br />develop a budget and rate adjustments proposal necessary to implement the "active' <br />conservation activities delineated in the Plan. Costs could reach $4.1 million over a 5 -year <br />period. The City has the subsequent option to perform "cost benefit analysis" of each <br />BMP, to determine if such expenditures make sense for the local water users.
