EXHIBIT "A"

Waterworks Industries Inc. shall perform the following services pursuant to the draft
Lagoon Management Plan, amended June 1998, and subsequent updates of the
Redwood Shores Lagoon Mana.qement Plan, which may be completed during the term of
this Task Order, to comply with newly mandated requirements of the Regional Water
Quality Control Board, and at the direction of the Public Works Services Department
representative.

PROFESSIONAL SERVICES

A. CONSULTING

Waterworks Industries staff shall provide professional services necessary to
represent the City of Redwood City to the Regional Water Quality Control Board,
Department of Food and. Agriculture, and, any other agency having authority over
the management of the lagoon, upon request by the City.
B. WATER QUALITY MONITORING

These surveys are critical to the proactive nature of the Lagoon Management Plan.
Each Tuesday, Waterworks staff will contact Redwood City's designated
responsible staff member to report that Waterworks Industries has started the
lagoon surveys. Waterworks will survey the Western Main Lagoon, first; then the
Eastern Main Lagoon, then Boardwalks Lagoon, then the Rockport, Radio,
Canvasback Lagoons and Waterside Lagoon.

Waterworks staffing shall include: a boat with a four stroke motor, one Senior
Technician or Pest Control Operator, an additional staff technician may be'
included to assist in launching and retrieving the boat where no ramp exists.

The surveys will be billed at the rate included in Exhibit B-l, Fee Schedule, of this
Task Order. Waterworks will anticipate the needed chemicals for the applications
to be made and have them with them to make-proactive-treatments. The time that
Waterworks is making chemical applications will not be billed at the lagoon survey
rate but at the per gallon rate. This will insure that there is no double billing for
services.

C. REPORTING TO CITY AND REGULATORY AGENCIES

At the end of each survey, Waterworks Industries will make a verbal report to City
of Redwood City's designated staff. Waterworks Industries will prepare Form ^ of
the Redwood Shores Laqoon Management Plan, which summarizes the lagoon
surveys. Additionally, if chemical applications or harvesting are needed, Form B
and/or C will be completed and faxed to Redwood City by the following Monday
detailing all of the services performed during the prior week. Further, Waterworks
Industries shall submit to the Department of Food and Agriculture the required
chemical use report detailing the chemicals that were used during the month, and
shall provide a copy of the form to the City of Redwood City's representative.

3
