q. i � -1 <br />REPORT <br />June 2. 2003 <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Subject <br />Approval of revisions to the Lateral Transfer Program for the Redwood City Fire Fighter <br />recruitment process. <br />Recommendation <br />City Council to approve, by motion, component revisions to the Redwood City Fire Fighter <br />lateral transfer program for the Fire Fighter recruitment process. <br />Background <br />City Council originally approved a Fire Fighter lateral transfer program for the Redwood City <br />Fire Fighter recruitment process in December, 2000. After two years of utilizing this program, <br />the Fire Department has determined that some components have unintentionally excluded <br />many highly qualified and experienced Fire Fighters from being considered for employment <br />with Redwood City. The Fire Department has reevaluated the program and is proposing to <br />amend the requirements for lateral transfer. Proposed changes are: <br />To delete the requirement that candidates need to have been employed with an agency <br />servicing 30,000 people or greater, or that responds to a minimum of 2,000 service calls <br />per year; <br />To change the certificate requirement to a Fire Fighter I; and <br />To delete the requirement for a physical performance test. <br />An outline of the lateral transfer program, reflecting the above proposed changes, is attached. <br />Discussions have taken place between labor and management and agreement has been <br />reached to establish these changes to the lateral transfer program for Fire Fighters. <br />Alternative <br />Retain the present lateral transfer program and forfeit the opportunity to acquire those <br />candidates who would be otherwise highly qualified and a great asset to the Redwood City <br />Fire Department. <br />Fiscal Impact <br />As the proposed changes only affect applicant requirements, <br />Geoff Balton <br />Battalion Chief <br />Carlos G.
