Approve language changes in Section 2.2 of the Urban Water Management Plan <br />2. Approve resolution amending the Urban Water Management Plan <br />Background <br />The State of California's 1984 Urban Water Management Planning Act ("The Act ") AB 797, <br />requires every urban water supplier providing water for municipal purposes to more than <br />3,000 customers, or supplying more than 3,000 acre feet of water annually, to prepare and <br />adopt an Urban Water Management Plan, the primary objective of which is to plan for the <br />conservation and efficient use of water. <br />Redwood City owns and operates a water utility that serves over 83,000 customers, <br />supplying approx. 13,300 acre feet of water annually. Portions of the service area are <br />outside the City's corporate limits. Redwood City's first Urban Water Management Plan <br />( "the Plan ") was prepared in 1986 to comply with the legislative requirement. The Plan was <br />updated in 1992, January 2002 and July 2002. <br />On April 14, 2003, by motion of the City Council, the Public hearing date was set for May <br />12, 2003. Notification was duly published three times in the Redwood City Independent. <br />On April 28, 2003, staff released the Draft UWMP, sent out a notification letter to interested <br />agencies and water users, and posted the full document on the City's web site. <br />On May 12, 2003 the City Council received a staff report and held a public hearing on the <br />proposed amendment of the Plan. Following public comment and Council discussion, the <br />Public Hearing was closed and staff directed to bring back language changes to Section <br />2.2 - Recycled Water which would: <br />• clarify that the Council has not yet decided on implementation of an expanded <br />recycled water project; <br />note the Council's commitment to consideration of additional technical information <br />and public comment; <br />• and reference the City Council's recently adopted policy that use of recycled water <br />not be made mandatory for existing residences and homeowners' associations; <br />"Redwood City will not make the use of recycled water mandatory to existing <br />residences or homeowners associations." <br />The staff proposes that Section 2.2 be amended to read as follows (new language <br />underlined): <br />1 of 2 <br />
