akz <br />"The City Council has embarked on a policy of implementing a water recycling <br />project, and has completed feasibility studies for a recycled water treatment, <br />storage, pumping and distribution system that would serve recycled water to <br />existing and future water users for landscape irrigation and various industrial <br />uses. This system would provide a means of meeting water demands that <br />would otherwise have to be met fl �om potable water sources. <br />The Citv Council has not determined if it wishes to proceed with an expanded <br />recvcled water Droiect. but has committed to the communitv that it will consider <br />additional technical information and Dublic comment in the context of the CEQA <br />orocess. Also. on February 3. 2003 the Citv Council Dassed the following <br />motion "Policv: Redwood Citv will not make the use of recvcled water <br />mandatory to existino residences or homeowners' associations." Finally. the <br />cost analvsis for a recvcled water Droiect is not comDlete at this time and the <br />Council will consider cost/benefit and rate imDacts as it moves toward a <br />decision on the DrODosed Droiect." <br />The language recommended by staff incorporates the additional text offered by Vice Mayor <br />Ira at the May 12 meeting, a copy of which is attached to this report for reference. <br />Additionally, the original text of Section 2.2 of the draft UWMP, as considered by the City <br />Council on May 12, is attached for reference. <br />Alternative <br />The Council could: <br />1. Modify the wording of Section 2.2 per the recommendation from staff <br />2. Make further modifications <br />Fiscal Impact <br />None directly. However, if the Council approves the UWMP amendment, then staff will <br />develop a budget and rate adjustments proposal necessary to implement the "active" <br />conservation activities delineated in the Plan. Costs could reach $4.1 million over 5 -year <br />period. The City has the subsequent option to perform "cost benefit analysis" of each <br />BMP, to determine if such expenditures make sense for the local water users.
