The Bakersfield Californian, 5/15/03,
Editorial: Hold your nose, support it. "It is long
overdue for the governor and legislators to show
political courage by making deep spending cuts
and at least temporarily raising taxes. But that type
of courage seems to be in short supply in the
state capital."
The Long Beach Press Telegram, 5/15/03,
They just don't get it. "Borrowing, spending and
taxing us to death is no solution."
The Santa Rosa Press Democrat, 5/15/03,
Getting real — Finally, Governor Releases a
Serious Budget Proposal. "The revised budget
plan released by Gov. Gray Davis on Wednesday
is about as ugly as it gets. It has something for
everybody to hate, and nothing for anybody to like."
The Sacramento Bee, 5/15103, Daniel
Weintraub: Davis budget pushes problems
into the future. "It's bad enough that Davis is
proposing to pay for our recent consumption of
government services over the next five years, a
move that might be unavoidable now that the hole
is too deep to crawl out of without a ladder. But the
governor is compounding that problem by declin-
ing to offer a plan that rids the state of its
multibillion - dollar structural deficit."
The Riverside Press Enterprise, 5115/03,
Davis' Budget Revise Needs Review, Revi-
sion. "The proposal doesn't alter the fundamental
legislative division that has existed for more than
five months, or since the 18 -month deficit was first
estimated at close to $35 billion."
The Orange County Register, 5/15/03,
Budget revision a huge disappointment.
"Although the governor's proposal includes some
alternatives proposed by Republicans - budget
cuts and borrowing money to roll over the debt -
the governor relies too heavily on new taxes to fix
the problem."
The Los Angeles Times, 5/15/03, Bitter, but
a New Start. "The revised budget Gov. Gray
Davis presented to the Legislature on Wednesday
is a distasteful brew of tax increases, deep pro -,
gram cuts and odious debt rollover. With the state
backed into a corner by banks and investors, it
may also be California's last chance."
The San Jose Mercury News, 5/15/03, The
$38 billion hole – Legislature Need to Agree
on Tax Hikes, Spending Cuts and Borrowing –
and then Commit California to Live Within its
Means. "California has a $38 billion deficit prob-
lem and needs a budget agreement by the June
30 deadline. It's time for Democrats and Republi-
cans in the Legislature to get real, make a deal —
and then commit the state to living within its
means. After months of hand - wringing, school
districts and governments at every level are at the
point where delaying is worse than knowing how
bad the pain will be."
The Los Angeles Times, 5/15/03, Capitol
Journal: Hey, Thumb- Twiddlers in the Legisla-
ture: It's the Budget, Stupidl Now that the over -
hyped $100 - billion "May Revise" of the governor's
budget proposal has been sent to the Legislature,
do the lawmakers have any other excuse for
procrastination ?"
Oakland Tribune, 5/9/03, Too much spend-
ing is source of state budget woes — Why
have so many state and local governments
across the nation been staring at large budget
deficits recently? "Unfortunately, too many state
and local politicians ignore the real source of their
budget woes, choosing instead to raise taxes on
individuals and businesses. Taking the spending -
and- taxing path, though, only leads to more
trouble."
Los Angeles Times, 5/9/03, Short-Term
Fixes Only Delay Fiscal Train Wreck — State
has to come to terms with Prop. 13's legacy,
"No serious attempt has ever been made to deal
with Proposition 13 and put in place a fair and
stable system for paying for California's public
services. All we've had is crass opportunism,
crisis management and unintended conse-
quences."
