REPORT
June 9, 2003
&-1C_I
To the Honorable Mayor and City Council
From the City Manager
Subject
Amend the Accounting and Information Technology Services Agreement between the City
and South Bayside Systems Authority
Recommendation
It is recommended that the City Manager be authorized to execute amendments to the
agreement with South Bayside System Authority (SBSA) for the provision of accounting
and information technology services.
Background
In July 2002, the City Council approved a renewal of the agreement between the City and
the SBSA, by which the City furnishes accounting and information technology services to
SBSA.
Since SBSA's inception, the Redwood City Finance Department has performed all of
SBSA's accounting and financial support functions including but not limited to payroll,
accounts payable, general ledger, and treasury management. In the late 1980's, Redwood
City converted SBSA's financial record keeping from a private vendor to Redwood City's
financial system support by Information Technology division.
Approval of this recommended amendment will increase the number of Information
Technology hours purchased by SBSA from 220 to 300 hours for FY 2003/04. Also, it is
recommended that the City Manager be authorized to amend this agreement in the future.
Alternative
The City Council may elect not to amend the agreement. Doing so would reduce
anticipated revenues in FY 2003/04 by $7,600. It should be noted that Redwood City owns
approximately 47% of SBSA, so any adverse impact on SBSA may jeopardize Redwood
City's interests in SBSA.
Fiscal Impact
The amendment will increase Redwood City's revenue by $7,600.
David Chulick Brian Ponty Ed Everett
Manager of Information Technology Director, Finance City Manager
