8.A <br /> Issuance of Architectural Permit <br /> Page 3 <br /> Per Redwood City Zoning Ordinance Article 48, Section 48.5, the City Council may � <br /> affirm, reverse, or modify the Zoning Administrator's decision or determination being <br /> appealed as it deems just and equitable, and the ruling or determination by the City <br /> Council shall be final. <br /> Article 45 of the Redwood City Zoning Ordinance regulates the issuance of Architectural <br /> Permits. Pursuant to Section 45.2, no buifding permit may be issued until an <br /> Architectural Permit has been issued. Architectural Permits are required in R-1 Zoning <br /> Districts when a new residence or second story addition is being proposed. The <br /> provisions of Article 45 apply to the following three situations: <br /> 1) Portions of structures facing upon a public street or place; <br /> 2) Portions of the sides of a structure, and rear in the case of a corner lot, which are <br /> within fifty (50) feet of any portion of the structure which faces upon a public <br /> street or place; and <br /> 3) Roof overhang, roofing material, and siding material only, in the case of a single <br /> or two (2)-family dwelling. <br /> Article 45 provides a regulatory framework for project design review, with its stated <br /> purpose being "to provide a means through architectural control to protect and enhance <br /> the natural beauty of the environment, to provide for the orderly and harmonious <br /> appearance of structures and grounds, to protect the social and economic stability and <br /> to increase the benefits of occupancy in all zoning districts, and to retain proper balance <br /> in the relationship befinreen taxable value of real property and the cost of municipal <br /> services throughout the City." <br /> Under Section 45.6, in reviewing an application for an Architectural Permit, the Zoning <br /> Administrator's responsibility is to insure that the functional arrangement and the <br /> general appearance of the structures from the street or other public place will be in <br /> keeping with the purpose of Article 45. Pursuant to Section 45.7, the Zoning <br /> Administrator may approve, conditionally approve, or deny the application as the Zoning <br /> Administrator determines is necessary to carry out the purposes of this ordinance, <br /> including approving the application subject to the applicant making such changes in the <br /> location of parking or access facilities, architectural features or styling, landscaping, or <br /> fencing. Section 45.8 requires the Zoning Administrator to base his determination upon <br /> the following Architectural Standards: <br /> A. The existence of sufficient variety in the design of the structure and grounds to <br /> avoid monotony in the external appearance; <br /> B. The size and design of the structure shall be considered for the purpose of <br /> determining that the structure is in proportion to its building site and that it has a <br /> balance and unity among its external features so as to present a harmonious <br /> appearance; <br /> C. The extent to which the structure conforms to the general character of other <br /> structures in the vicinity insofar as the character can be ascertained and is found <br /> to be architecturally desirable; <br /> D. The extent to which excessive ornamentation is to be used and the extent to <br /> which temporary and second-hand materials, or materials which are imitative of <br /> other materials, are to be used; <br />
