8.A <br /> Page 4 <br /> E. The extent to which natural featu�es, including trees, shrubs, creeks, and rocks, <br /> and the natural grade of the site are to be retained; <br /> F. The accessibility of off-street parking areas and the relation of parking areas with <br /> respect to traffic on adjacent streets; <br /> G. The reservation of landscaping areas for the purposes of separating or screening <br /> service and storage areas from the street and adjoining building sites, breaking <br /> up large expanses of paved areas, separating or screening parking lots from the <br /> street and adjoining building sites, and separating building areas from paved <br /> areas to provide access from buildings to open space areas; <br /> H. In the case of any commercial or industrial structure, the Zoning Administrator <br /> shall consider its proximity to any R District and shall consider the effect of the <br /> proposed structure upon the character and value of the adjacent R District area; <br /> l. The provision of permeable areas and drainage design appropriate to capture <br /> and treat stormwater runoff prior to its discharge from the site including, but not <br /> limited to, the use of vegetated swales, landscape features, permeable pavement <br /> materials, infiltration basins or engineered designs. <br /> A full discussion of the Zoning Administrator's consideration of these standards and how <br /> they apply to the subject application is included in the Notice of Official Action <br /> (Attachment 3). The Notice of Officiaf Action sets forth the decision rendered by the <br /> Zoning Administrator on an application for an Architectural Permit and provides <br /> information regarding how the proposed project achieves compliance with the City's <br /> zoning regulations. <br /> Zoning Admfnistrator's Decision <br /> On September 21, 2010, the Zoning Administrator determined that the proposed <br /> project, with the incorporation of minor modifications, met the requirements of Article 45 <br /> and approved the application for an Architectural Permit, subject to conditions of <br /> approval. The Zoning Administrator's decision was based upon careful consideration <br /> of: <br /> • the Redwood City Zoning Ordinance, including without limitation Article 5 <br /> (Residential-Single-Family "R-1" District), Article 30 (Off Street Parking and <br /> Loading), Article 32 (Supplementary Provisions), and Article 45 (Architectural <br /> Permits); <br /> • the Redwood City Municipal Code, including without limitation Chapter 35 (Tree <br /> Preservation); <br /> � all information in the administrative record (i.e., project plans, renderings, site <br /> photos, an arborist report, email correspondence, PRC summary letter, etc.); <br /> • direction provided by the City's Urban Forestry Specialist (regarding the removal <br /> of the Italian Stone Pine); <br /> � input received from neighborhood meetings; <br /> • evaluation of the site (from both the property owner's and appellant's properties); <br /> � analysis of the neighborhood context; and <br /> • review of previous applications within the City. <br /> Please refer to the "Zoning Administrator Discussion" of the Notice of Official Action <br /> (Attachment 3) for a detailed discussion of the Zoning Administrator's analysis and <br /> findings. <br />
