8.A . <br /> A eal Ground 1 b: Permission Page 6 <br /> Pp () granted fo destroy the Pine before Applicants' <br /> application is complete, i.e., before submission and approva/ of a specific Replacement <br /> Planting Plan. <br /> As mentioned above, the Zoning Administrator has not granted permission to destroy � <br /> the Italian Stone Pine. While the Zoning Administrator has determined that removal of <br /> the Italian Stone Pine is consistent with the requirements of the Zoning Ordinance and <br /> specifically Article 45, Condition of Approval No. 7 to AP 2010-09 requires the applicant <br /> to obtain a tree removal permit in order to remove the Italian Stone Pine. Chapter 35 of <br /> the Redwood City Municipal Code regulates the removal of trees, and in accordance <br /> with Section 35.3, the tree removal permit will grant the applicant permission to remove <br /> , the tree and will dictate the terms of such removal. Moreover, Conditions of Approval <br /> Nos. 7 through 11 to AP 2010-09 set forth requirements specific to the tree removal and <br /> replacement planting process. <br /> Please refer to the Staff Responses to the Offer of Proof (Attachment 11) for further <br /> discussion on this issue. <br /> 2. Roof Form and Material <br /> Appeal Ground 2: Permission granted to construct a quarter-circle curved standing <br /> seam metal roof (the "Roof") that is inconsistent, and discordant, wifh the design and <br /> curbside appearance of the other houses on Saint Francis Street and in the immediate <br /> and larger neighborhood. <br /> When analyzing the potential introduction of a curvilinear shaped, standing seam metal <br /> roof the Zoning Administrator considered a) the Architectural Standards provided in <br /> Article 45 of the Zoning Ordinance, including without limitation Architectural Standard C <br /> of Section 45.8 which requires that the Zoning Administrator consider the extent to <br /> which the proposed project conforms to the general character of the neighborhood, b) <br /> the scale of the proposed roof in comparison to the profile of the existing roof, and c) <br /> whether the neighborhood or existing residence has a qualified Historic Character. The <br /> Zoning Administrator found that the proposed curvilinear shaped, standing seam metal <br /> roof was consistent with the design requirements established in Redwood City, <br /> conformed to the general character of the neighborhood, and was architecturally <br /> pleasing. The neighborhood contains a variety of architectural styles and relatively wide <br /> range of exterior materials and design features, including a multitude of roofing <br /> materials. While a standing seam metal roof will be new to the neighborhood, such roof <br /> materials have previously been approved by the City Council. To ensure proper <br /> introduction of the new roof material, the Zoning Administrator required minor <br /> modifications to the design as set forth in Conditions of Approval Nos. 13, 14, and 15 to <br /> AP 2010-09 regarding the color and seam profile of the proposed roof. <br /> Consistent with the direction provided by the City Council for a prior application, and the <br /> City's recent adoption of a Green Building Ordinance (which supports the use of <br /> sustainable materials), the Zoning Administrator approved the use of a standing seam <br /> metal roof for this residential application, subject to minor modifications. Please refer to <br /> the Notice of Official Action (Attachment 3) and the Staff Responses to the Offer of <br /> Proof (Attachment 11) for a detailed discussion of these points. <br />
