8.A <br /> Page 31 <br /> viewed as an introduction of a new material to the neighborhood, the City, through its <br /> consideration and approval of a standing metal seam roof on 3705 Brandy Rock Way, has <br /> established precedence for allowing such a material to be used in a residential context. <br /> Furthermore, the use of a standing seam metal roof both supports the overall design <br /> aesthetic of the residence as well as maintains continuity with the City's recent adoption and <br /> implementation of a green building ordinance. As previously discussed, a dark roof tone with <br /> a matte finish, rather than the propose zinc gray, will allow the roofs form to carry the ' <br /> architectural expression. The zinc g�ay color, specifically a light tone, has the potential <br /> making the roof appear larger, more pronounced. <br /> 5. The arborist report submitted for this project identifies and evaluates three (3) trees. The <br /> applicant is requesting the removal of tree #3, the Ita(ian Stone Pine, to accommodate the <br /> proposed garage. As stated in the architectural standards, the expectation is to retain the <br /> natural features where possible; however, in this situation the arborist report and the City's <br /> Urban Forestry Specialist agree that the health of the tree and the structural instability <br /> warrant the removal. Therefore, in an effort to reestablish the natural features of the site and <br /> provide an additional contribution to the streetscape the applicant will be required to plant a <br /> replacement tree or trees, consistent with the valuation of the tree ihat is being removed. <br /> Replacing a mature tree with a new tree will result in the temporary loss of an established <br /> tree canopy. As a result, it becomes increasingly important to select the appropriate species <br /> of tree(s). ldeally, the tree selection will be one that provides a full canopy, works in a <br /> hillside condition, thrives in the areas climate, is draught tolerant, is resistant to disease <br /> and/or infestation, and adds color to the neighbofiood. Additional consideration can be <br /> given to planting tree(s) with a larger box size (i.e. 48 inch or larger) in an effort to minimize <br /> the amount of down time between the removal of the existing tree and establishment of the <br /> replacement tree. Furthe�more, with strategic placement of the tree(s) fhe applicant and the <br /> City have the opportunity to address additional fopics like increased privacy between <br /> properties, conflicts with overhead utility wires, cantribution to ihe streetscape, etc. <br /> 6. The residence contains a two-car attached garage, consistent with the requirements of the <br /> Redwood City Zoning O�dinance. In order to maintain the necessary amount of safety <br /> clearance, especially given the location of the drivsway at the crest of the hill on Saint <br /> Francis, the applicant wi(I need to maintain the required site visibility triangles adjacent to <br /> the driveway approach. With the constru�tion of the new driveway and curb cut, the <br /> appficant will be required to close the existing curb cut, thereby restoring on additional on- <br /> street parking space. <br /> 7. The proposed design contains a double wide driveway consistent with the two car garage. (t <br /> also provides for a concrete paver approach to the front door. The remaining front yard is <br /> reserved for landscaping; thus, the proposed design reserves an appropriate amount of <br /> landscaping for the subject property. <br /> Historic Character <br /> The City takes additional efforts when reviewing the demolitfon of a single-family dwefling in an <br /> established residential neighborhood to ensure that the loss of this residence does not result in <br /> the erosion of the physical character of the subject street, and eventuatly the subject <br /> neighborhood. In the evaluation process, the City sought to determine if the subject property <br /> qualified as a potential resource or if the subject property had any specific physical <br /> characteristics specific to the neighborhood. <br />
