8.A <br /> Page 30 <br /> introduced into a more traditional vemacular without totally disrupting the harmony of the <br /> neighbofiood. It aiso demonstrates that with additional consideration for the roof color, <br /> scaling of the residence, and overa!! design composition residences with different aesthetic I <br /> approaches can coexists within a naighborhood. <br /> Regarding City Policy, the City has recently adopted a green building ordinance and has <br /> supported the concept of sustainability throughout the City on multiple fronts. As result of <br /> these progressive policies, it is logical to assume that builders will begin to embrace the use <br /> of new materials and apply them in manners that begin to modify the traditional elements of <br /> design. Given the contemporary aesthetic proposed for the applicants design, the range of <br /> architectura! characteristics in neighborhood with specific reference to the introductlon of <br /> new roof forms, such as flat roofs, and the City's desire to embrace green building practices, <br /> the curvilinear roof is considered apprapriate. Furthermore, the City does not have any <br /> policies that protect view shed or mandate privacy. Consequently, while these issues help <br /> address neighborhood context and compatibility, they cannot be grounds for a formal <br /> decision. In the context of reviewing this application, (t should be noted that the proposed <br /> peak roof height for the "new" residence is six inches (6") Iower, with a finished elevation of <br /> 116 feet, compared to the existing residence with a finished elevation of 116 feet 6 inches. <br /> The neighborhood already contains a variery of architectural styles and a relatively wide <br /> range of exterior materials and design features. On the 440 and 500 block of Saint Francis <br /> Street, one can observe homes that use different siding materials including horizontal wood <br /> siding, vertical wood siding, cedar shingles, brick, stucco, concrete masonry block, and <br /> stone. The proposed design's use of horizontal, board formed concrete and vertical cedar <br /> siding is consistent with the neighborhood context. The use of earth tanes in the color <br /> palette, such as warm sand and gray, along with warm white siding and frosted glass panels <br /> work to blend the proposed design into the neighborhood's hill side setting. <br /> There are also a variety of roofing materials used throughout the neighborhood including <br /> composition shingles, Spanish tile, waod shingle, and grave! roofs. While the introduction of <br /> a standing seam metal roof may be new fo this neighborhood, the City has allowed its use in <br /> residential appUcations and therefore it is considered an acceptable material. To help soften <br /> the introduction of a new roof material and roof form, extra care must be taken to maintain a <br /> compatible color, one of a darker tone that seeks to blend in with the surroundings. Darker <br /> tones typically have a tendency to help minimize the scale, while lighter tones can be <br /> perceived as larger, more reflective surfaces. <br /> The location of the front entrance, the use of an attached two-car garage, and the <br /> construction of boih a front porch and rear dedc are all consistent with the other residentiai <br /> dwellings in the neighborhood. Additional attention has been given to the size of the rear <br /> dedc to ensure that it maintains a scale that is appropriate to the neighbofiood, and <br /> proportional to the proposed �esidence, which is characteristic with down sloping Iots. <br /> Based on the aforementioned discussion, with a few minor modifications to the design, the <br /> residence, as proposed, conforms to ihe general character of other structures in the project <br /> vicinity and is found to be architecturally pleasing. <br /> 4. The residence, as proposed, is not using excessive omamentation; rather the design <br /> suggests a simplicity that is often used in more contemporary aesthetics. The materials <br /> suggested, specificaHy the vertical cadar siding, are consistent with materials found on <br /> residences with the existing neighborhood.
