The Zonin Administrator's decision was based on consideration of <br /> 9 <br /> Architectural Standard E(the extent to which natural features are to be retained), <br /> evaluation of existing streetscape, the professional recommendation of a Certified <br /> Arborist (Attachment 14) and the concurrence of the City's Urban Forestry Specialist. <br /> The appellants were provided the opportunity to submit additional Arborist Report(s) for � <br /> consideration by staff during the review process, but did not do so, and the Zoning <br /> Administrator rendered a decision on the information available in the administrative <br /> record. <br /> Conclusions ofFact and Law thatA�pellants would have Demonstrated: Dcstroying this is not <br /> necessary, for Mr. Carroll to construct his house, even as is, and is a violation of Standard E, in <br /> that the Planning Department ignored these options, and to apply the guidelincs <br /> appropriately. <br /> a. Appellant.s would have demonstrated that between SO% - 60% of the crown of the <br /> Tree is on Appellants ' property, and that the renroval of the Tree would hm�e caused <br /> Appellant.s a financial loss amounting to tens of thor�sand.s of dollars. <br /> Staff Response: The applicant is retaining existing mature trees on the subject <br /> property that are not in direct conflict with the location of the proposed residence. <br /> Furthermore, the design of the proposed residence is in harmony with the natural grade <br /> of the site. Consequently, based on the analysis provided in the Notice of Official Action <br /> (Attachment 3), the Zoning Administrator made the determination that the proposed <br /> application is consistent with the Redwood City Zoning Ordinance, based on <br /> Architectural Standard E. <br /> As to the appellants' statement in subsection a., above, the Italian Stone Pine is located <br /> entirely on the applicant's property, as can be referenced on the site plans provided in <br /> Attachment 1, and only leans onto the appellants' property. Neither the 50%-60% <br /> crown issue nor the financial loss assertion falls within the scope of the Zoning <br /> Administrator's consideration of Architectural Standard E(the extent to which natural <br /> features are to be retained) or the Redwood City Zoning Ordinance. <br /> 2. Appellant.c wnuld have identired one or more reul estate appraisers with the relevant <br /> ea.pertise who would have estublished that removing the, fully mature Italian Stone Pine would <br /> reduce the property values uf at least four adjoining or nearby properties. <br /> Staff Response: Consideration has been given to the loss of the Italian Stone Pine. As <br /> such, the Zoning Administrator included conditions in the Notice of O�cial Action <br /> requiring replacement planting. Conditions 8 and 9 state: <br /> 8. P�ior to the removal of the Italian Stone Pine, the applicant shall submit a <br /> replacement planting plan for the City's review and approval. <br /> 9.
