The issues identified for review would be those specified in the <br /> Settlemeni Ageement. Responses received from agencies and the public within 30 days of the NOP <br /> circulation will be used to further refine the scope of the issues examined in the EIR. <br /> B. SCOPINC MEETINC <br /> Pursuant to our discussion October 12, 2100, this proposed scope of work assumes the City will not <br /> hold a scoping meeting, given the extensive prior outreach to interested agencies, organizations, and <br /> the general pnblic as paR of the previous project entitlemeni process and associated lnitial <br /> Study/Mitigated Negative Declaration, and Settlement Agreement. <br /> C. PREPARATION OF AD�YIINfSTRATIVE DRAFT EIR <br /> Per the Settlement Agreement, the EIR rnust include all requued sections, including but not limited <br /> to the project description, project objectives, and environmental settin�. Further, as indicated in the <br /> Settlement Agreement, the EIR will focus on the evaluation of the follo�ving potential environmental <br /> impacts related to the Project: ]) aesthetics, 2) cultural resources, 3} Cordilieras Creek Impacts <br /> relating to storm water runoff, �eolo�y, water quality, biology, erosion and banl: stability, 4) trafiic <br /> safety, 5) parking, 6) land use/neighborhood compatibility, and 7) alternatives. <br /> It is assumed the Inilial Study (IS) completed in November 2008 for the Finger Avenue Nine-Lot <br /> Planned Development adequately addressed all other environmental impacts not referenced in the <br /> Settlement Agreement, and the IS wil] be included as an appendix to the E1R, DJP&A will develop <br /> and re�ne the thresholds of significance to be used in the EIR, using those that have been adopted by <br /> the City, and applicable Federal, State, and local standards. DJPBcA will work closely with City staff <br /> to develop the thresholds fvr evaluation of environmental impacts. <br /> The scape of work proposed for the primary issues identified in the Settlement Agreement is <br /> described below. <br /> Environ�nenl4! Setting, Impac�s a�id Mitigation Measures <br /> Aesthetics <br /> The EIR will describe the existing visual character of the project site, Finger Ave, and the <br /> immediate surrounding vicinity and will include photographs to illustrate the text. The EIR will <br /> evaluate the aesthetic changes that will result from implementation of the project, based upon <br /> conceptual renderin�s and/or photo-simulations provided to DJP&A by the City and/or <br /> developer (upon City authorization). Mitigation measures will be 'rdentified for significant <br /> aesthetics impacts, as appropriate. <br /> Cultursl Resources <br /> JRP Hrstarical Consirlting will prepare an historic district evaluation/context statement For the Finber <br /> Ave Tract. Some nearby areas, including Wellesley Park Subdivision, have already been subject to <br /> evaluation and it is asswned that these other areas will not require re-evaluation. While the Finser <br /> Park Tract has not been evaluated in its entirery, it is not necessarily the case that the entire tract will <br /> require intensive level evaluation as pari of the appropriate study of historic architectural resources <br /> under CEQA. Therefore, we are presenting two options for the approach to tha study. <br /> 2 <br />
